WORKING TITLE: Project Specialist GRADE: 27 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Division of Business, Fiscal and Information Systems, the project specialist is responsible for administering and managing the enterprise special education technology support of the ITSS/I/II/III team, providing advanced level support for assistive and intervention systemwide applications/software/hardware, and assisting in the application, design, and project management of special needs information systems.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of school-based special education service delivery. Demonstrated ability to develop, implement, and administer a program to coordinate a variety of functions and work successfully in a cross-functional environment. Advanced knowledge of information technologies, specialized systems methodologies, and best practices. Ability to support and maintain a broad range of assistive technology and special needs software/applications. Ability to manage and develop professional growth plans for IT staff members. Proven ability to plan, monitor, and supervise staff members for multiple IT project full lifecycles. Ability to manage staff members and resources for multiple projects effectively in order to achieve results on time and within budget. Demonstrates wide knowledge of current MCPS WAN/LAN/CLOUD. Systems ability to use personal computers/spreadsheets and word processing applications. Excellent organizational, interpersonal, and communication skills. Requires excellent technical, process improvement, team-building, and oral/written communication skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university, preferably with course work in business/public administration, Information Technology, Management Information Systems, or related field (Master¿s degree preferred). Experience developing, implementing, and administering a technology centric program, revenue/expenditure control, service contract management, specialized technology support, project management, and application design and development of information systems. Ability to work with senior management and staff members on a wide variety of non-instructional projects. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Prepares written and oral progress reports for divisional director and leadership.

Develops, supervises, and evaluates technical staff members, delegating responsibly to technical staff members, as appropriate.

Works closely with staff members in other divisions, departments, and offices for the support of specialized technology in MCPS.

Provides technical leadership for the assigned program.

May supervise technical aspects of work.

May act as a project lead performing project management duties.

Prioritizes, schedules, and allocates technology support resources for the program assigned.

May serve as Office of Special Education technology administrator for active directory, MS server share support, and Google Cloud organizational units.

Diagnoses and assists in the resolution of complex issues related to specialized technology and applications for the assigned program.

Provides orientation, mentoring, training, and staff development for staff members.

Serves on cross-functional teams and professional learning communities, as assigned.

Designs and recommends specific technology solutions based upon user requirements.

Leads research and development related to an assigned project/program.

Prepares and conducts technical reviews and/or specific incidents.

Ensures collaboration with other technology teams.

May participate in the design of enterprise-wide specialized technical support programs.

Assists the director with project management duties for business and informational applications/systems.

Works closely with contracted staff members as required.

Performs related duties consistent with the scope and intent of the position.
