WORKING TITLE: Communications Specialist, TV Outreach Specialist GRADE: 21 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the MCPS TV Supervisor, plans, organizes, and implements communications outreach strategies utilizing social media channels, websites and other digital media platforms, may also including print and video materials. Work includes writing, editing, reviewing, and modifying content; scriptwriting and interviewing for video productions; maintaining web pages. Applies creative and artistic judgment and skill in preparing communication materials.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of organizational communications, and public relations as related to the administration and operation of schools, school systems, or large government entities; the implementation of public policy; and the involvement of employees, parents, students, community and civic leaders, and the general public in the educational enterprise. Demonstrated ability to handle complex communication issues, involving multiple audiences, critical deadlines, and intricate logistical planning; deep understanding of social media tools and how to measure the effectiveness of social media strategies; strong ability to write clearly and concisely about complex topics including curriculum, assessment, budget, construction, legal issues, regulations, and public policies, often under pressure; ability to interact with principals, departmental staff, community groups, parents, and elected officials working collegially with others, and effectively conduct large and small group meetings. Familiarity with web communications, content management systems and emergency communications technologies and trends. Excellent interpersonal skills a must. Knowledge of the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Masters degree preferred. College course work in English, communications, journalism or related field, Minimum of five years experience writing, editing, and using social media tools for a large organization or media outlet. Documented experience using a wide variety of social media tools, photo and video editing software, and web content management and design resources. Demonstrated experience writing for social media, multimedia and websites. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.

Collaborates with the leadership, to develop and implement a broad social media strategy for MCPS TV, employing the use of multiple social media tools to share information and engage the community.

Uses online tools to evaluate the effectiveness of social media and other communications efforts.

Develops regular reports identifying the effectiveness of social media and other outreach. Provides analysis of social media and website analytics.

Provides clear, concise written content for both electronic and printed media, adhering to production and editorial calendars and maintaining editorial standards of quality and accuracy.

Regularly updates MCPSs social media presence, in accordance with Office of Communications Strategic Plan and social media strategy.

Works with MCPS leadership to provide social media training and support to district leadership and other staff.

Contributes contents both written and visuals to MCPS internal and external publications and the MCPS website.

Uses content management system to update webpages, including the integration of social media into website content.

Collaborates with MCPS offices on projects, such as community engagement events and annual report,.

Provides schools and offices with communications support, including coverage of events and initiatives, as well as emergency communications, as needed.

Provides assistance and support to news media and the public under direction of leadership, as needed.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of this position.
