WORKING TITLE: Risk Management Specialist GRADE: 25 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, performs risk management work in implementing appropriate casualty and property insurance coverages for MCPS. The work of the class involves assessing the adequacy of the schools' casualty and property insurance coverage and recommending steps to ensure appropriate risk protection, and processing claims. The worker participates in investigating claims, prepares and submits claims and follows through with insurers, claimants, attorneys and others to process claims. The position also prepares bid specifications for insurance coverages and participates in evaluating proposals.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of laws and regulations covering casualty and property insurance; thorough knowledge of the limits of liability of Maryland school districts and insurance policies available; working knowledge of the operation of MCPS's self-insurance fund. Ability to write insurance specifications and process insurance claims; ability to work effectively with teachers, other employees, insurance adjusters, and parents; ability to interpret federal and state retirement legislation. Requires excellent organizational skills, oral and written communication skills, and human relations skills. Professional communicator in a high stress environment. Computer literate and quick learner of new technologies. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Master's degree preferred. College major in business administration, law or related field. Three years of experience in work involving the drafting or interpretation of insurance policies and/or specifications preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Property and Casualty Insurance license preferred. Risk Management Society Certified Risk Management Professional, Chartered Property Casualty Underwriter, and Associate in Risk Management preferred.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Processes casualty and property damage claims: completes claim reports; explains insurance and claim procedures to claimants; investigates claims.

2. Confers with claimants and attorneys and negotiates settlements.

3. Follows through on claim actions with insurers and other offices involved.

4. Coordinates insurance coverages for facilities with appropriate staff.

5. Assesses adequacy of insurance coverage and recommends changes to insurance to ensure appropriate risk protection.

6. Prepares specifications and develops procedures for a variety of insurance coverage such as scholastic and football accidents, motor vehicle fleet, workmen's compensation, safety and loss, fire, medical, and others.

7. Makes periodic and special reports for the Board of Education and state and federal agencies as required.

8. Advises for financial internal controls.

9. Performs related work as required.
