WORKING TITLE: Classification Coordinator GRADE: 26 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the chief of Human Resources & Development (OHRD), this position is responsible for providing system-wide position classification/reclassification studies and/or services. Directs and coordinates all activities required for announcing, and conducting classification and reclassification studies for new and existing MCPS positions in MCAAP/MCBOA and Supporting Services. Directs the analysis of systemic classification problems, such as classification inconsistencies, outdated position descriptions, undocumented position or organizational changes, and related problems and issues. Presents reclassification action recommendations to the associate superintendent, OHRD and and the associate superintendent of operations. Maintains a high level of confidentiality on all matters. Reviews decisions on Fair Labor Standards Act status to ensure conformity with applicable policies and regulations.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of job evaluation and position classification principles, practices and procedures. Considerable knowledge of the principles and objectives of personnel administration, including wage and salary administration. Considerable knowledge of relational database design and programming and report writing software such as Crystal Reports, Oracle Discoverer, Applicant Tracking software, Excel, and HTML/SQL or similar software. Knowledge of laws and guidelines covering applicant tracking and job evaluation systems, classification/reclassifications of positions, and comparable wage and salary benchmarks. Ability to effectively direct, utilize job classification evaluation systems in a collaborative environment. Considerable knowledge on how to complete, and develop classification/reclassification recommendations. Ability to conduct job audits, lead others in the completion of classification studies, and to write clear, succinct reports and recommendations. Excellent communications and human relations skills, strong business judgment, and a practical common-sense approach to meeting or exceeding the goals of the position.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. College course work or work experience in human resources, business administration, information technology, or related field. Two or more years of experience analyzing and reviewing job descriptions as they relate to reclassification requests preferred. Experience researching, collecting, and evaluating information used in conducting classification studies and reviews. Experience in relational database design and job evaluation systems. Public sector work experience highly desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Manages preparation and distribution of written and verbal information to inform employees whose position is being reviewed for a reclassification study and the processes involved.

Plans, directs, supervises, and coordinates system-wide reclassification study activities with Executive Staff, Directors/Supervisors and staff involved in a study.

Consults, advises, and collaborates with all levels regarding classification including but not limited to, position design and redesign, departmental and organizational structures, establishing job bands, creating and updating job descriptions, etc.

Facilitates classification studies; interprets and explains classification criteria; conducts on-site audits, focus groups, and drafts evaluations statements and documentation to justify classification and reclassification studies.

Applies point-factor and other job classification methods to determine the relative grade/value of job classes.

Recommends and/or defends reclassification action to associate superintendent and the executive staff.

Provides technical and analytical support for a wide range of classification projects to support business strategies.

Maintains a high level of confidentiality on all matters.

Conducts special studies outside of the scheduled position families in the yearly calendar.

Designs questionnaires and other instruments for collecting and analyzing position duties and requirements.

Compiles, tabulates and summarizes position duties and responsibilities in the form of written reports.

Develops or interprets HR policy and/or provides guidance to existing policies, and regulations.

Responds to complex inquiries from internal and external sources regarding a variety of questions, such as clarification of policy and procedures.

Investigates reclassification appeals and other complaints; prepares reports and recommendations documenting disposition of cases.

Evaluates position classification and reclassification requests.

Solicits guidance on FLSA rules from the Office of Employee Engagement and Labor Relations.Reviews job descriptions (JD), requests updates to JD from supervisors as a result of a reclassification, or reorganization.

Collaborates with MCPS management and Union executive staff in developing and/or updating classification systems.

Manages the preparation and posting of position descriptions in the Application Tracking System (ATS) and on the OHRD website.

Reviews and completes job assessments including benchmarking with like systems in order to appropriately develop job descriptions and recommend classification grades.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
