WORKING TITLE: Bulletin Editor GRADE: 21 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, writes, edits, designs and coordinates production of the MCPS Bulletin and MCPS Bulletin Online, a newsletter for MCPS employees. Assists in determining news coverage and story placement; assigns, selects, sizes and crops photographs; supervises the newsletter work done by other staff; and uses desktop publishing to design and create camera-ready pages, including story and photo placement, and all editorial content. Supervises preparation and production of weekly Management Memo. Coordinates production of photos and stories that appear on the MCPS homepage, including helping determine content, writing and/or editing stories; assigning, selecting, and cropping photos. Designs and creates web content for placement within the MCPS website. Assists in the preparation of the MCPS annual report, writes news releases and, on occasion, serves as a resource to principals, teachers, community members and others in response to requests for information, photos, and other matters.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Excellent news gathering, writing, editing, interviewing, and communication skills. Comprehensive knowledge of desktop publishing and graphic design of journalistic publications, including the use of photographs. Knowledge of best practices for writing for the Web. Knowledge of HTML, FTP and Dreamweaver software preferred. Knowledge of managing multi-media assets, such as video, for use within web pages. Knowledge of K-12 public education preferred. Ability to successfully manage the production of publications in a journalistic manner, including the editorial review process, with an emphasis on the timely and efficient management of production goals, deadlines and other responsibilities. Ability to respond quickly and responsibly to complex events and challenges, and select topics and photographs for publication to ensure equitable and informed coverage of all segments of the MCPS community. Ability to work and plan both independently and collaboratively and to meet multiple deadlines. Excellent human relations, oral and written communication and organizational skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Masters degree preferred. College course work in English, communications, journalism or related field, Minimum of five years experience writing and editing for a large organization. Training and experience in publication design, editing, production and desktop publishing, preferably using InDesign. Experience using photo editing software such as Adobe Photoshop. Demonstrated experience writing about educational topics in news and features; experience with computer-based word processing, preferably Microsoft Word or other Windows-based programs. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Prolonged use of video display terminal, which involves sitting in one position for long periods of time.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work regular, weekly overtime as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Writes and assigns news articles, feature stories and columns for the MCPS Bulletin, MCPS Bulletin Online, and other internal and external publications.

2. Designs and produces camera-ready pages for the MCPS Bulletin, including sizing and placing photographs, layout of articles, headline writing and placement, using desktop publishing, specifically InDesign.

3. Writes, formats, edits, and distributes the MCPS Bulletin Online by e-mail.

4. Assigns photographs, writes stories, and coordinates stories for the MCPS homepage each week. Assists in editing and layout of editorial content in sections of the MCPS webpages.

5. Assists in placing content throughout the MCPS website.

6. Works with various departments that regularly submit stories, announcements, advertisements and other items for publication to ensure timely and appropriate submission and accuracy of information. Works with school principals and staff that request Bulletin coverage for activities, programs, personnel, and students.

7. Responsible for ensuring equitable and appropriate coverage in the MCPS Bulletin and MCPS Bulletin Online.

8. Uses editorial judgment and management skills in selecting and declining coverage as appropriate. Helps write and edit the school system's annual report.

9. Drafts and edits news releases.

10. Makes assignments for photographic coverage of various school system activities for the MCPS Bulletin, MCPS Bulletin Online, the MCPS homepage, the annual report and other publications and school system uses.

11. Assists the media by helping them obtain photographs and information on resources.

12. Performs related work as required.
