WORKING TITLE: Logistics Support Specialist GRADE: 25 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under limited direction, position provides project management and coordination of activities to report accurate data used for accountability projects assigned to the Office of Shared Accountability (OSA); oversees and manages the internal and external; research request process; coordinates with external researchers in the management of the review process of external research studies submitted to MCPS.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the MCPS organization and an understanding of MCPS' alignment with Baldrige processes and accountability measures, ability to collect and retrieve existing data; assistance in the development of new data to be used for reports. Considerable knowledge of data collection methods, mail out and receipt control to be used for data analysis and report production. Ability to resolve logistical issues and data problems related to the management and data reporting; Knowledge of MCPS Policies and Regulations and federal, state and local statutes related to data collection, research methods, and student privacy; Knowledge of Microsoft Office products and software applications (e.g., SPSS, EXCEL, Word, Adobe Publisher) and performing statistical calculations. Ability to attend to detail and produce work with a high degree of accuracy. Ability to work independently to seek out sources of information. Ability to train and supervise personnel. Ability to organize and manage several tasks or projects with time sensitive deadlines concurrently. Ability to relate well to staff, parents, and outside community members. Ability to write clear, concise memoranda for a variety of purposes. Considerable knowledge and skill in the use of word processing, spreadsheets, and use of desktop publishing. Skill in proofreading numbers and text. Good human relations and communication skills. Assist in the designing and writing of reports. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Experience in development and collection, distribution, receiving, and receipt control of data from a variety of sources; checking statistical data for errors and solving problems relating to statistical data; experience in report writing. Experience working with a variety of individuals within MCPS (i.e. work units/departments/schools), parents, and outside community members for development of data collection instruments and reports formats. Three years experience in developing surveys, including online surveys (such as NoviSurvey, SurveyTracker). Other combinations of applicable education, training, and experience which provides the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Maps processes to meet the requirements of projects to achieve a quality final product.

Creates timelines to ensure that time-sensitive deadlines are met and error-proof data management

Consults with supervisors staff, vendors, and other MCPS offices to ensure logistical issues pertaining to materials management and services are completed and meet the needs of the project.

Writes detailed memoranda and instructional materials used for data collection and communicating with other MCPS offices, schools, outside community members, and local and state agencies.

Maintains databases documenting project management process.

Provides technical assistance to MCPS staff and others with interpreting statistical survey results.

Troubleshoots logistical problems that may have competing demands and makes recommendations to management.

Consults with individuals, research organizations, and representatives from local, state, and national agencies by providing technical assistance in reviewing submitted research and proposals.

Primary responsibility for oversight of compliance with MCPS Regulation AFA-RA, Research and Other Data Collection Activities in Montgomery County Public Schools; oversight of Policy JHC Child Abuse and Neglect as related to approval of research activities in MCPS.

Ensures compliance with the Family Educational Rights and Privacy Act (FERPA) prior to recommending approval of research activities in MCPS.

Ensures compliance with the Federal Policy for the Protection of Human Subjects and the Protection of Pupil Rights Amendment related to external research request in MCPS.

Reviews and ensures compliance with Instructional Review Board (IRB) requirements related to external research requests.

Manages logistics of large-scale survey projects.

Edits and maintains WEB page communication related to systemwide surveys and external data collection.

Consults with employee unions, parent groups in distributing data and reports generated by OSA.

Represent OSA at state and local meetings when OSA is required to conduct survey data collections for mandated projects.

Represent OSA on MCPS advisory committees and work groups from other offices.

Performs related duties consistent with the scope and intent of the position.
