SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, exercises control and oversees maintenance of a variety of organizational accounts; performs a full range of general accounting, budget control, fiscal management duties related to account analysis with payable /receivable /cost management, allocation of staff and materials, financial monitoring, and Hub data flow management, for the enterprise fund. Researches finance, budgeting, and/or procurement issues used to formulate budgeting, procurement, or other financial management decisions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the organization, functions and operations of Montgomery County Public Schools (MCPS). Strong skills in account research and analysis, reconciliation of all types accounts, purchasing & procurement procedures. Knowledge of fiscal management and reporting. Knowledge of the theory, methods, principles, and practices of accounting and general accepted accounting principles (GAAP). Excellent oral, written and human relations skills. Ability to analyze, interpret and evaluate financial and administrative data to develop and generate reports in a clear and concise manner for fiscal decision making. Ability to exercise independent initiative to perform both original and recurring assignments. Must be able to make decisions in accordance with established procedures and practices, and exercise judgment in the absence of clear directives. Ability to effectively use automated financial systems, Excel, and Access databases. Knowledge of all of the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. College coursework in accounting, finance, business, or public administration with substantial applicable coursework in accounting. Considerable experience in accounting, budgeting, procurement, and/or staffing is highly preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Prolonged computer workstation use.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Must be able to work long hours as demanded by workload, including attendance at evening meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Under the supervision of the director, prepares account analysis for the Hub for the organizational entity; and recommends necessary adjustments to meet operating needs, and ensures procedural compliance with rules and regulations.

Responsible for preparing financial reports for the Food Services Enterprise Fund that are accurate and on time as directed.

Monitors fiscal records on various chart of account segments, and recommends necessary adjustments to meet operating needs.

Works closely with Controller to monitor account activities and ensures alignment with the MCPS financial manual.

Compiles data for fiscal reports as needed.

Provides technical advice and assistance in financial matters to staff of assigned organization.

Provides training and technical assistance to Food Services staff (School Based Supervisors, Field Managers, and School Based Cafeteria Staff).
Coordinates Accounts Payables, Accounts Receivables, and Cash Management transactions/modules in the MCPS Business HUB for the division.

Engages in personal development activities to maintain current with industry-wide best practices.

Performs related work as required.
