| Summary Description: Under direction of the Division of Specialized Support Services, performs a full range of fiscal management duties related to K- 12 school programs including budget preparation and presentation, financial monitoring account and grant management. Responsible for the processing of fiscal activity and using database platforms for tracking and reporting of settlements, mediation, resolutions, and compensatory services related to students with Individualized education plans (IEPs) and 504’s in coordination with the Division of Legal Services.

KNOWLEDGE SKILLS ABILITIES: Considerable knowledge of the organization, functions and operations of Montgomery County Public Schools, Board of Education policies and regulations, and management of Independent Activity Funds. Strong skills in budget development, research and analysis, financial accountability, reconciliation of accounts, purchasing and procurement procedures, and review of revenue and expense forecasting. Knowledge of grant development, management, and reporting. Knowledge of the theory, methods, principles, and practices of accounting. Ability to analyze data, develop, and interpret financial and operational trends to support forecasting, expenditure monitoring, and fiscal decision-making. Ability to exercise independent initiative to perform both original and recurring assignments. Must be able to make decisions in accordance with established procedures and practices. Ability to provide technical advice and assistance on financial matters. Requires excellent oral, written, human relations, and project management skills. Ability to effectively use automated systems, database platforms, including the Business Hub, HUB #43; (navigation and requests report), Excel, and Google Workspace tools. Education Training Experience: Bachelor's degree required. College major in accounting, school finance, business, business law, or public administration with substantial applicable coursework in accounting. Extensive experience in budget development and financial accountability. Experience in business management, school finance, procurement, and/or staffing is highly desirable. MCPS school-based experience is preferred. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform in the position, may be considered.Certificate License: None |

Example Duties:Track and reconcile settlement-related fiscal activity including payments, timelines, and reporting requirements. Maintains databases for monitoring mediation, compensatory services, and settlement agreements. Prepares financial trend summaries for leadership to support decision-making. Coordinates with the Division of Legal Services to ensure fiscal accuracy and compliance for settlement-related actions. Provides guidance related to K-12 financial matters and ensures procedural compliance with MCPS rules and regulations. Works closely with grant program managers to monitor expenditures and ensure alignment with the grant proposal. Compiles data for grant reports for the Board of Education, Montgomery County Council, Maryland State Department of Education, and other funding entities, as needed. Works with fiscal team in the reconciliation of monthly financial monitoring reports and recommends necessary budget adjustments to meet operating needs. Provides technical advice and assistance in financial matters to staff of assigned organizations. Takes primary responsibility for timely and accurate preparation of proposals and reports for state, federal, and private grants.Engages in professional development activities to maintain currency with industry-wide best practices. Performs related duties consistent with the scope and intent of the position. |
