SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Division of Food and Nutrition Services, plans, implements and administers the daily operations of a computerized food service warehousing and distribution facility. Work of the class involves developing and administering a computer system of inventory control. The system facilitates the scheduling, receipt, storage, and distribution of furniture, equipment, supplies, materials and foodstuffs. System design is accomplished in cooperation with principals, program managers, food service personnel, and the Division of Accounting.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the principles and practices of supply and property management. Thorough knowledge of inventory and property control systems. Considerable knowledge of microcomputers, peripherals, bar code readers, and automated inventory and property control systems. Familiarity with word processors and computer software. Knowledge of OSHA requirements in the operation of powered industrial material handling equipment. Ability to develop plans and procedures for computerized property and equipment identification and inventory control and to assist in the direction of a comprehensive supply and property management program. Ability to organize and coordinate plans and schedules, assign, supervise and evaluate the work of subordinates; ability to maintain effective working relationships with administrators and others. Ability to work under stressful conditions and to meet daily deadlines. Excellent human relations and oral and written communications skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelors degree preferred. Major college course work in business, finance, transportation, physical distribution or a related field. Considerable responsible experience in purchasing, supply or inventory management, warehousing and distribution, including use of a microcomputer for business management purposes. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Food Service positions require possession of a valid Maryland commercial class B driver's license, or equivalent; completion of an OSHA approved certification program in the operation of power industrial equipment and sanitation certification. Maryland Department of Agriculture Pesticide Applicator's Registration desirable.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to move heavy items (e.g., typewriters, personal computers, word processors, school equipment, food products and supplies). Food Service positions require the ability to work in zero degree temperatures.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime and nights/weekends as necessary.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Participates in the formulation of current and long-range plans for the Division of Supply and Property Management or Division of Food and Nutrition Services; consults with school principals, area offices, and department and division heads; maintains and improves a computerized inventory control system for furniture and equipment.

Plans, schedules, and administers the daily operations of a large food warehouse operation, involving the receipt, storage and delivery of all food warehouse related items, including pre-plated meals and production items prepared by the Central Production Facility.

Supervises warehouse, delivery, office and mechanic personnel. Participates in the development and implementation methods of inventory control and maintains accuracy of a perpetual inventory.

Participates in developing controls to insure proper receipt, quality, storage, rotation and delivery of product.

Plans and implements systems to maintain separate control of outside agency product; develops and prepares detailed transaction reports of outside agency transactions.

Maintains inventory records of USDA commodity products; reviews and authorizes payment of MSDE invoices for administrative and storage charges.

Maintains purchase order files, USDA receiving files, outside agency inventory files, OS&D files, inventory adjustment files and physical inventory records.

Investigates warehouse overages and shortages and checks on complaints by schools that claim shortages in delivery.

Prepares overage, shortage, damage and inventory adjustment reports.

Develops necessary forms required for warehouse and distribution functions.

Develops and prepares bids for warehouse and distribution equipment.

Arranges for truck and equipment repairs.

Participates in the development and implementation of security methods for the safeguarding of food, supplies, equipment and grounds.

Maintains a clean and safe working environment.

Participates in the development, implementation and maintenance of a sanitation and pest control program.

Monitors refrigeration/freezer controls for proper temperature range.

Interviews, selects, and evaluates personnel, approves time records, initiates and processes personnel actions, participates in grievance and arbitration proceedings; investigates accident reports and employee injuries; prepares accident and injury reports.

Investigates and responds to complaints regarding warehouse distribution.

Maintains and coordinates cyclical computer records and physical inventory of furniture, equipment, foodstuffs and supplies for the school system; develops and maintains computerized lists of materials and equipment needed in schools and offices.

Effects economies through efficient utilization of furniture, equipment, food related products, supplies, and employees.

Maintains written procedures for manual and computerized furniture and equipment functions performed in the division; works with accounting and data processing in developing and maintaining a computerized inventory control system.

Keeps informed of the latest inventory techniques and technology in the field of property management and inventory control, including application of microcomputers and bar coding technology.

Assists in planning and conducting training programs for supervisory and other employees; reviews and evaluates employee work performance.

Prepares reports and recommendations; assists in preparation of the division's budget requests.

Performs related duties consistent with the scope and intent of the position.
