WORKING TITLE: Buyer I GRADE: 18 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, creates and monitors competitive bids for various commodities and assists a Buyer II in executing a full range of procurement activities involving routine market research and competitive purchasing actionsThe work of the class requires considerable contact with vendors and operating staff to answer questions and resolve problems. Performs procurement activities involving acquisition of a variety of goods and services for school division in accordance with federal, state, and county rules and regulations. Workers complete assignments independently and seek assistance for new or unusual procurements.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: General knowledge of a wide variety of materials, equipment and services necessary for the efficient and effective operation of a large public school system. Knowledge of the laws, regulations, processes and procedures involved in educational procurement. Knowledge of vendors and sources to obtain commodities needed by public schools. Ability to write clear bid specifications and test materials/products. Ability to evaluate and analyze vendor/bid responses, creating databases to be used in the analysis process. . . Ability to organize and prioritize duties. Ability to exercise tact, good judgment, and initiative needed to deal effectively with vendor representatives., Extensive experience in Microsoft programs and experience in database software. Excellent written and verbal communications and interpersonal skills. Ability to work independently and effectively under pressure, demonstrating excellent time management and record keeping skills in order to preserve the bid solicitation schedule. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelor's degree preferred. College course work in business, procurement, finance, accounting, marketing or a related field, A minimum experience of two years in making purchasing decisions for organizations with diverse needs requiring independent judgment. Experience in educational government procurement preferred. Other combinations of applicable education, training and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Must possess or obtain certification as a Certified Professional Public Buyer (CPPB) within 6 months of eligibility. Requirements to obtain such certification can be reviewed on the UPPCC website. http://www.uppcc.org/certified/newcertelig.aspx

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Writes bid specifications for items to be purchased.
2. Assists program manager in determining item requirement specifications, including item quality standards.
3. Analyzes quotations and makes recommended awards.
4. Clarifies purchase requirements with staff and explains the procurement process, purchase orders, and other solicitations.
5. Assists in contract administration and the handling of contract/price adjustments.6. Prepares correspondence to vendors and MCPS staff.
7. Maintains and completes the entire bid solicitation process for commodities with annual requirements.
8. Performs related duties as required.
