Geographical Information Systems (GIS) Coordinator

WORKING TITLE: Geographical Information Systems (GIS) Coordinator GRADE: 26 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, the GIS Coordinator is responsible for development and maintenance of a Geographic Information System (GIS) for MCPS to support school boundaries and geographic studies. The GIS Coordinator also is responsible for development and maintenance of a planning database to support enrollment forecasting, demographic studies, facility planning, and capital programming. The GIS Coordinator is responsible for coordination of GIS applications with other county agencies, and responding to inquiries for planning information from MCPS departments and divisions, county agencies, and members of the public. The GIS Coordinator is responsible for maintenance of and dissemination of planning data to the planning internet and intranet websites.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current GIS software and programming techniques sufficient to design and implement GIS applications for data and mapping needs. Considerable knowledge of database design and software applications needed to support planning operations and annual publication of Capital Improvements Program (CIP) and master plan. Ability to develop and maintain interactive website. Knowledge of a range of MCPS data sources, including client-server student information systems, and county data sources for GIS-based data. Knowledge of MCPS and division standards, policies, and procedures. Ability to maintain technical knowledge of GIS, database, and web applications. Ability to troubleshoot problems and develop new approaches to planning data systems. Ability to provide technical assistance to other division staff. Ability to respond under pressure and address multiple assignments systematically. Strong interpersonal and communication skills sufficient to explain complex technical information to division staff and others. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College major coursework in geography, planning, computer science, and, or, geographic information systems. Coursework and experience in database design, applications programming and systems analysis. Experience in taking a systems development project from concept to operational use. Experience training coworkers and clients on the uses of GIS applications. Experience developing web based applications desirable. Other combinations of education, training, and experience that provide the knowledge, abilities and skills required to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develop and maintain GIS software applications to enable:

1. Maintenance of official school boundaries and base areas.

2. Identification of correct school assignments for all county addresses via the web.

3. Articulation of student records for students moving up to paired elementary schools, and to middle school and high school.

4. Retrieval of student demographic information for boundary studies and other demographic research.

5. Mapping of school boundaries and other geographic information.


2) Develop and maintain database software applications to enable:

1. Analysis of demographic trends and preparation of school enrollment projections.

2. Tracking of subdivision development activity in school service areas.

3. Maintenance of school demographic and facility information.

4. Calculation of school capacities.

5. Generation of reports for special studies and for publications.

6. Preparation of the CIP and master plan.


3) General responsibilities:

1. Coordinate database development with the MCPS Department of Student and Business Technologies and other MCPS units that are key data sources.

2. Coordinate GIS activities with the MCPS Division of Transportation and with the county MC-MAPS consortium.

3. Promote and support implementation of GIS capabilities in other MCPS departments and divisions.

4. Provide briefings to MCPS leadership, county officials, and MC-MAPS partners on GIS plans and program activities.

5. Prepare RFPs and technical specifications for contracts and projects related to database development, mapping and GIS.

6. Oversee contracts awarded in support of the GIS program.

7. Develop policies and prepare media related to the sale and/or distribution of GIS data.

8. Prepare and monitor the budget for GIS needs.

9. Perform other related duties as required.
