Climate Data and Engagement Support Specialist

WORKING TITLE: Climate Data and Engagement Support Specialist GRADE: 21 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, the Climate Data and Engagement Support Specialist collects, records, analyzes and disseminates information for reports on climate performance indicators including sustainability and compliance programs, energy/utility use, engagement and other data to manage resource consumption, reduce carbon footprint, track renewable energy generation and assist with empowering staff, students and MCPS community to engage in energy and cost savings actions. Reviews utility performance data for accuracy and integrity, and makes adjustment to web interfaces as needed. Assists with developing reports that quantify and support community-based engagement programs and climate resiliency measures at MCPS facilities. Based on the analysis of community engagement data, creates volunteer lists and supports community engagement activities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of standard database technologies and their use required. Intermediate to advanced knowledge of Microsoft Office 365 applications, including Word, Access, Power Point and Excel (including functions and formulas for data cleaning and manipulation). In-depth knowledge of Crystal Reports, Oracle Discoverer or other Structured Query Language (SQL) relational database, Visual Basic, and Visio preferred. Ability to learn new software, processes, and disseminate information, including HRIS and facilities computerized maintenance management systems (CMMS). Knowledge of web hosting platforms, such as but not limited to, EPISERVER and TRON. Knowledge of sustainability, climate and energy regulation and policies, particularly those related to facilities management preferred. Must possess strong communication and organizational skills and be able work effectively with others designing, evaluating and executing data reports. Ability to assist with the planning and coordination of tasks in new application implementations.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in computer science, business administration, data analytics, or related field, including college coursework or certifications in computer science, business administration, or other related field. Progressively responsible experience in a fast paced, high performance office environment. Some supervisory experience desirable. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered in lieu of degree.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Uses software, such as Microsoft Office, Google Suite, and external vendor-provided utilities billing or other management software, to develop spreadsheets, reports, and analyze data or prepare presentations that provide formative and summative data useful in evaluating and improving programs and providing information to senior management, staff, and students.
2. Designs, develops and maintains various databases and extracts reports to populate webpage.
3. Analyzes data and creates graphs for sustainability and resource conservation plans, reports, presentations, etc.
4. Interacts with teams to deliver and process data in response to inquiries, issues, and needs for database, procedures, and services, including ad hoc data requests from administrators, schools, and relevant stakeholders.
5. Mentors staff in accessing data systems and assists in preparing custom reports to support division's mission. Disseminates knowledge through trainings, factsheets, written procedures, etc.
6. Uses utility billing software in various ways, including accurate execution of energy billing and payment functions, and managing energy usage and cost data. Reviews data in applicable bill payment system for anomalies and takes corrective actions as necessary.
7. Reviews questionable bills and coordinates with utility representatives for resolution. Contacts utility providers as directed to make account changes/additions and other adjustments.
8. Functions as customer service liaison for utility provider service issues.
9. Analyzes data trends and alerts the director and team members accordingly.
10. Reviews and confirms utility, greenhouse gas emissions, and compliance data from internal and external sources, and third-party software and web data interfaces.
11. Supports the management infrastructure for activities by creating and maintaining data sets and lists based on collected data
12. Assists with recruiting, matching and assigning students, staff and volunteers based on data; attending events as required; and capturing, compiling and maintaining data gathered.
13. Responsibilities include maintaining individual school/facility data and community engagement data.
14. Participates in training and professional development programs to remain current on data collection, data analysis techniques, disseminating information, and strategies for developing and presenting data and reports.
15. Serves on/interacts with various leadership teams to promote the continuous improvement of the division's data gathering and presentation.
16. Develops forms, letters, surveys, and notices to gather data as requested by supervisors.
17. Extracts data from external software or programs and internal databases and prepares routine or ad hoc reports for use by administrators.
18. Performs other related duties as required.
