SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, is responsible for technical activities connected with the HRIS/Benefits and the retirement system used by the Employee and Retiree Service Center. Must be thoroughly knowledgeable in the technical aspects of both systems. Responsible for interfaces to/from vendors and internal systems, accuracy of data, issue resolution, development and maintenance of processes and procedures, development of test scripts, testing of new releases and patches, and maintenance of User Manuals/Guides and system documentation. Will assist in technical innovations of the systems and must be proactive in looking for improvement potential. Under direction from the Data Integration Specialist will work closely with vendors, system consultants and staff. The position will function as the primary first line of support for the benefit specialists in ERSC to provide technical assistance in automating their daily work. In an equal capacity this position will also support the technical aspects of Benefits Workstation (BW) as related to functional department needs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of programming languages, tools, and database management software including Microsoft Excel, Word, and Access, Visual Basic, Oracle (or other relational database), Discoverer (or other SQL-based query language), and Visio. Understanding of human resources, employee benefit, retirement and payroll policies and functions. Knowledge of Lawson HRIS. Knowledge of technical applications and solutions that will assist the Employee and Retiree Service Center (ERSC) in daily operations. Ability to assist with the planning and coordination of tasks in new application implementations. Ability to learn new software and processes as they become available. Must be independent, highly organized, self-motivated and able to work in quick paced environment. Ability to plan and manage multiple tasks in a timely manner. Excellent communication and interpersonal skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College major in information management systems; business administration, HR resource administration, or related fields preferred. Advanced knowledge of MS/Office products, SQL (Structured Query Language), and Visual Basic. Working knowledge of ORACLE DISCOVERER, Crystal Reports or other reporting tools. Lawson HRIS desired. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Responsible for all daily maintenance and upkeep of the MCPS retirement system and the HRIS/Benefits.Assists with HRIS system table maintenance, annual upgrade of salary and benefit rate schedules. and other system set up requirements to ensure deadlines are met.

Assists in monitoring the security of the retirement database and user level security

Executes the interface files necessary to maintain and update benefit and retirement data with HRIS, vendors, and other agencies.

Troubleshoots when necessary.

Assists in maintaining the schedule of batch jobs, imports/exports, and annual processes for the retirement system.

Consults with other ERSC staff members to resolve data issues.

Coordinates and executes the annual process to produce retirement statements for all MCPS employees. Will assist with any publications mailed as part of this effort.

Using Discoverer, Excel, Access, and Visual Basic will extract, combine, and analyze data from the retirement system and HRIS to resolve data issues and respond to queries and requests for reports.

Maintains documentation maintenance on all aspects of the HRIS/Benefits and retirement systems including process documentation. Must be proactive in keeping this information accurate and up-to-date at all times.

Assists the Data Integration Specialist and supervisor in system implementations, enhancements and upgrades.

Assists in the development and execution of appropriate test scripts and other quality assurance measures.

Assists the data integration specialist in the maintenance of a catalogue and library of test scripts, reviewing and updating when appropriate.

Responsible for maintaining expert knowledge in Microsoft Office, Oracle Discover, Visual Basic, Crystal Reports, the (HRIS), and Benefits Workstation (BW) as well as future technical installations.

Responsible for maintaining functional knowledge of the MCPS benefit and retirement plans.

Designs, develops, and maintains various ERSC databases and data files.

Assists in the technical and administrative support of the benefit and retirement specialists.

Serves as a member of the ERSC Web team.

Performs related work as required.
