Property Management Assistant

WORKING TITLE: Property Management Assistant GRADE: 21 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Division of Capital Planning and Real Estate, as the MCPS liaison, performs property management oversight for leased properties, where MCPS is the tenant, or for properties where MCPS is the landlord. Responsibilities include: providing customer support to tenants leasing MCPS facilities; coordinating repairs and maintenance (both building and grounds) for MCPS as tenant and landlord; overseeing and coordinating building access; responding to inquiries related to MCPS closed facilities; maintaining current tenant contact list and building use information; monitoring payments and lease and building code compliance; and assisting with the preparation and updates of tenant/landlord documents, including leases. Supports the Real Estate Management Specialist on all tenant/landlord issues.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the property management field, real estate practices and regulations. Ability to provide excellent customer service and communication. Must possess excellent time management, and organizational skills; and the ability to work both collaboratively and independently, multi-task, and prioritize competing responsibilities. Knowledge of MCPS school facilities and educational programs and staffing or ability to quickly acquire such knowledge. Ability to evaluate and utilize space for the greatest benefit of MCPS. Ability to read and comprehend engineering and construction drawings, topography, zoning, master plan, and tax maps preferred. Considerable human relations skills to maintain cooperative working relationships with tenants/landlords and effectively mitigate issues and complaints. Ability to manage lease-related records and related activities. Ability to problem-solve to find effective solutions for a variety of potential issues. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Associates degree desirable. Minimum of three (3) years of experience in property management or a related field. Experience reading and interpreting property leases. Experience overseeing maintenance and management of multiple, commercial/public buildings highly preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Valid Maryland driver's license.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work occasional overtime hours required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Effectively manages properties owned by or leased by MCPS.

2. Supports the work of the real estate management specialist and collaboratively resolves issues.

3. Addresses building tenant concerns in a timely manner.

4. Conducts site visits and investigates/assesses complaints, maintenance and compliance issues and resolves them in a timely manner.
5. Prepares and carries out emergency protocols and procedures.

6. Maintains a safe environment for building occupants and visitors.

7. Conducts site visits to assess properties and situations to ensure tenants are in compliance with leases, applicable policies, regulations, and building codes; and takes appropriate actions.

8. Responds to inquiries and requests by building tenants and resolves any problems or issues.

9. Coordinates maintenance work for MCPS as tenant/landlord.

10. Engages and works collaboratively with MCPS offices, including central office and the Division of Maintenance, MCPS staff members, administrators, and community members to resolve property-related matters.

11. Maintains key system for access to office building.

12. Ensures property files and records are maintained.

13. Develops and maintains ongoing tenant interaction on a weekly basis.

14. Performs other duties as required.
