WORKING TITLE: Capital Project Specialist GRADE: 25 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, manages various land use matters related to capital construction projects including new schools, major capital projects, and additions. Oversees the negotiation and acquisition of easements, rights-of-entry, and other permits and rights to be acquired without cost in connection with a capital construction project. Oversees the state¿s approval processes for acquisition and disposition of school sites, forest conservation easements, and related processes through the state¿s Interagency Commission on School Construction (IAC). Serves as the point of contact for local and state agencies regarding land/road work projects that could impact MCPS facilities. Collaborates with the Office of General Counsel to provide all necessary documentation for review regarding all real estate issues including land use agreements, child care and private school leases, telecommunication leases, and MCPS as tenant leases.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of property management principles and practices; of space leasing and contracting practices, procedures, and policies. Knowledge of MCPS school facilities and educational programs and staffing. Ability to utilize space for the greatest benefit of MCPS. Knowledge of negotiation strategies and techniques. Ability to read and comprehend engineering and construction drawings, topography, zoning, master plan, and tax maps. Considerable human relations skills to maintain cooperative working relationships with other agencies. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree in real estate, land planning or construction management or related field or three years of equivalent work experience required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Experience in land planning and development, civil engineering, land acquisition or real estate preferred.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Negotiates for and acquires easements, right of entry, and permits in connection with existing school sites and new construction projects.

Reviews and negotiates right¿of-way grants requested of the Board of Education by other agencies and prepares Board resolutions granting such requests when appropriate.

Coordinates with the Office of General Counsel regarding drafts of Memoranda of Understanding, Joint Use Agreements, leases, etc. between the school system, municipalities, and local and state agencies and follows documents through review and approval stages to final execution.

Manages state related processes through the Interagency Commission on School Construction (IAC) to obtain approval for acquisitions and disposition of school sites and notifies the state of changes in status of existing school facilities.

Coordinates the resolution of encroachments and maintenance issues between MCPS and adjacent property owners.

Oversees records of site acquisition and disposition activities for annual reporting, as well as real property inventory.

Liaison between the Department of Facilities Management and the Office of General Counsel regarding all real property and real estate matters between the school system and municipalities, and local and state agencies.

Reviews proposed easements, pathways, buffers, fencing, etc. for capital construction projects and coordinates with the Division of Design and Construction to develop recommendations.

Represents MCPS with other county and state agencies regarding real property related matters that impact all school system facilities
