WORKING TITLE: Student Systems Specialist GRADE: 24 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, serves as liaison between curriculum development staff and the Office of the Chief Technology Officer staff, ensuring that the computerized MCPS master course lists conform to the authorized educational program as approved by the Board of Education. Performs analysis and preliminary evaluation of the efficiency and effectiveness of those administrative procedures provided in support of the MCPS educational program, proposing, designing and leading the development of cost-effective computerized solutions where operational deficiencies exist. Develops program designs, specifications and computer programs to store, manipulate and retrieve specific student-related information. Develops and delivers a training program and provides in-depth support for specific administrative applications related to master scheduling, sectioning, student schedules and records, transcripts, and other core student system functionality.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of computerized applications in support of enrollment, student records, student scheduling, report cards, administrative reports, transcripts and student progress toward graduation. Thorough knowledge of department development standards and relevant MCPS policies and regulations. Considerable knowledge and effective application of the current techniques of structured computer analysis, programming and testing. Considerable knowledge of computer software techniques and the capabilities, limitations, and general characteristics of automated systems. Considerable knowledge of setting up, scheduling, maintaining, and manipulating data to support mass scheduling of student schedules. This includes understanding the interrelationships between student schedules, grade recording, and reporting. Working knowledge of and ability to use effectively structured logic charts and diagrams. In-depth knowledge of administrative systems in support of the MCPS educational program. Ability to work independently. Ability to teach classes of a technical nature to a mixed audience of school-based administrators, some of whom have little or no technical background or skills. Ability to make clear and effective reviews and presentations with administrators, department staff and user groups. Ability to maintain current and comprehensive technical knowledge of the student systems field. Ability to apply logic and demonstrated skill in integrating several parts of a system into one. Ability to perform an accurate, complete and valid program and systems test. Effective writing, communication and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree preferred. Three years programming experience. Two years of K-12 public school experience preferred. Experience in support of student scheduling. Other combinations of applicable education, training and experience which provide the knowledge, abilities and skills required to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Position operates computers for sustained periods.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) This position is highly seasonal in nature, peaking from late June through mid-August. Ability to work occasional non-compensated overtime, especially during peak periods, and when test or urgent work requirements exist.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Updates the computerized master course lists as authorized by subject area supervisors and ensures that changes are communicated to users. Evaluates prior training program for scheduling coordinators and revises the program as required. Ensures that user documentation of student systems is current. Establishes a training calendar, prepares a training database and training materials and delivers a training program for new and inexperienced student scheduling coordinators. Evaluates the necessity for training and documentation for applications where this support is not currently provided. Provides telephone, central and on-site assistance to school-based administrators, as necessary.
Evaluates the effectiveness of current software and proposed changes and/or additions to software. Confers with user personnel and senior technical staff in developing designs.
Functions as overall computer specialist on small projects, handling all aspects from preliminary analysis to turnover and acceptance. Effectively supervises and coordinates work of other staff assigned to development projects.

Reviews completed program for logic and efficiency. Develops test plans and input data to test validity of instruction in program logic. Analyzes results of tests to evaluate such factors as accuracy and achievement of desired logic and to determine effectiveness of programs. Reviews existing programs for applicability of new programming techniques. Plans and prepare technical reports, memoranda and instructional manuals relative to the establishment and functioning of complete operational systems. Prepares thorough documentation of computer programs to departmental standards.

Keeps abreast of latest developments in the field of information technology. Keeps skills up to date through self-training or formal training. Reviews literature and reports. Evaluates findings and implements changes or modification to improve efficiency.

Reviews own work and ensures compliance with standards. Schedules walk-throughs and reviews and uses conference records to document other activities. Ensures that reports are timely and accurate and provided in sufficient detail to keep higher management fully informed. Ensures that tasks are executed in an effective, efficient, professional and timely manner. Responsible for meeting deadlines and commitments. Independently takes or proposes action to meet commitments. Provides notification and alternative plans where commitments cannot be met. Meets commitments by managing time effectively. Develops and continually maintains a broad and comprehensive technical knowledge.
