SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Supervisor of Testing, Assessment and Data Management, serves as team lead and supervisor for data staff on the team that includes scheduling meetings with the team and coordinating and leading the team on the development of state testing data files and reports for the district. Coordinates with central office information technology specialists to troubleshoot problems and maintain/upgrade various computer programs and applications that are critical to the work of the office. Conducts test administration documentation audits and provides written feedback to school test coordinators. Liaises with the Maryland State Department of Education (MSDE) and MSDE-designated testing vendors to problem solve and troubleshoot issues that arise during state testing windows. Serves as lead for the coordination for all state provided Individual Student Reports (ISRs) received from MSDE to coordinate distribution to parents/guardians. Serves as the back up to the Local Accountability Coordinator (LAC) for the administration of all state required assessments, which includes maintaining security procedures with embargoed and highly-sensitive data. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the MCPS organization; ability to collect and retrieve existing data; manage materials in collection of data through assessments, assistance in the development of data to be used for reports. Knowledge of assessment, data collection methods, distribution and receipt control; use of data for analysis and report production. Attention to detail and ability to establish review process to create error-proof products. Ability to lead team through complex data analysis and reporting processes; ability to manage work of team members according strict timelines and to maintain compliance; ability to work independently to seek out sources of information. Skilled in liaising, solving complex issues and advocating for district with external organizations. Ability to organize and manage several tasks or projects with time sensitive deadlines concurrently. Ability to clearly communicate with and relate well to district leaders, staff, parents, vendors, and outside community members. Ability to supervise other employees. Skilled in proofreading numbers and text. Ability to oversee the designing and writing of reports. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s degree required or five years’ experience in assessment distribution and receipt control; checking statistical data for errors and solving problems relating to data; experience in supporting report writing. Experience as a supervisor or team lead required. Experience working with a variety of individuals within MCPS (i.e. work units/departments/schools), parents, and outside community members for distribution and explanation of assessment data and reports. DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES: 1. Takes a leadership role in working with OSA staff and other MCPS offices to provide professional development for support professionals, ensuring that federal, state and district requirements are met.2. Functions as overall lead coordinating all aspects of a data collection project as part of school accountability system.3. Meets with and advises school staff, other offices, and others to coordinate the delivery and receipt control of assessments/surveys and other data collection instruments which are integral for school and student accountability.4. Provides technical supports to individual STCs and school staff before, during, and after online testing windows, including conducting drop-in training sessions at schools.5. Troubleshoots and oversees the logistics and resolution of data problems and provides technical assistance on aspects of data collection and reporting.6. Creates and maintains the Assessment Collaboration Classroom in Canvas for STCs and other office stakeholders.7. As necessary, ensures secure materials are appropriately handled.8. Oversees the creating, monitoring and cleaning assessment data.9. Conducts test administration documentation audits and provides written feedback to STCs. 10. Manages the MCPS’s user (school staff and central office staff) and student data in MSDE-designated testing platforms.11. Troubleshoots technical and administrative issues related to state-required assessment administrations.12. Gains necessary knowledge and experience to accomplish these.13. Performs related work as required.
