SUMMARY DESCRIPTION OF CLASSIFICATION: Responsible for coordinating staff activities. Monitors project progress to ensure completion in a timely fashion Under general direction, is responsible for coordinating accountability data collection, interpretation and reporting. Activities include data analysis and validation essential to determine whether students, schools or the district meet local, state, or federal accountability standards. Work supports accountability demands of No Child Left Behind and Bridge to Excellence. Communicates with deputies' offices, principals and school staff over challenges and problems. Must identify solutions within a short time period. Clarifies and interprets policy with the state. Requires regular work with embargoed and highly sensitive data. Ensures security of data with discreet handling.Creates, monitors and modifies student and school accountability databases. Writes programs to perform correct data integrity errors, loads and unloads data, etc. Requires excellent judgment and ability to communicate with others. Must be proficient with specialized computer and web applications.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the MCPS organization; ability to manage assessment/survey data; coordinates the development of data and databases to be used for reports. Considerable knowledge of assessments and other data collection methods. Knowledge of Microsoft Office and software applications (e.g., SPSS, SQL) and performing statistical calculations. Mainframe and desktop application knowledge is required. Ability to attend to detail and produce work with a high degree of accuracy. Ability to work independently and coordinate staff activities with established error-proof data management procedures. Ability to organize and manage several tasks or projects with time sensitive deadlines concurrently. Ability to relate well to staff, parents, and outside community members. Ability to write clear, concise memoranda for a variety of purposes. Good human relations and communication skills. Assist in the designing and writing of reports. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Five years experience in assessment/survey distribution and receipt control of data from a variety of sources; checking statistical data for errors and solving problems relating to statistical data; experience in report writing. Experience working with a variety of individuals within MCPS (i.e. work units/departments/ schools), parents, and outside community members for distribution and explanation of data and reports. Experience with computer applications, such as MS/Access, Visual Basic, SQL, FileMaker Pro, and SPSS. (PC and mainframe), ROSCOE, JCL, TSO, CULPRIT and FTP protocols. Ability to read and navigate IDMSDC sub-schemas. Other applicable training and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, will be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Coordinates accountability staff data collection and reporting activities to ensure a timely response to stakeholders.

2. Troubleshoots logistic and statistical data problems using standard problem determination techniques.

3. Writes, tests, and maintains databases computer programs both on the mainframe and PC to post, update, extract, process, analyze, and report student tests results and/or survey results.

4. Creates research files for inter-office and intra office use.

5. Creates data files used by various MCPS computer systems (Data Warehouse, instructional Management System, and OASIS) to report student scores.

6. Responsible for distribution and management of assessment instruments, surveys, and data used to determine whether students, schools, or the district meet local, state or federal accountability standards to staff members.

7. Point person for technical questions on procedures and issues.

8. Trains accountability staff on the use of reporting tools.

9. Establishes procedures and guidelines for data collecting and report standards to satisfy the requirements for state-mandated and non-mandated (SAT,PSAT, AP) assessments and survey (Survey of School Environment for Bridge to Excellence and state-mandated surveys (YRBS, Maryland Adolescent surveys, etc.).

10. Communicates with deputies' offices, OSP, principals, and school staff about data analysis, challenges and problems which must be solved in a short time period.

11. Strong technical writing skills needed for reports and other publications.

12. Communicates with the state to clarify and interpret policy.

13. Requires regular work with embargoed and highly sensitive data which must be handled discreetly, requiring excellent judgment and ability to communicate with others.

14. Meets with executive staff to interpret data and explain implementation of policy.

15. Troubleshoots logistics and statistical data problems and provides technical assistance on numerous aspects of accountability data interpretation and reporting.

16. Responds to technical questions on issues.

17. Attends meetings with IQMS student systems staff to ensure accurate reporting of data.

18. Coordinates data reporting with IQMS student systems to ensure data are available to schools and offices as quickly as possible.

19. Consults with other offices to resolve incomplete or inaccurate data.

20. Writes, tests, monitors and modifies relational databases of student and school accountability data.

21. Writes programs to perform correct data integrity errors, loads and unloads data, etc.

22. Create database to manipulate and track student data that is not on the mainframe available in student systems databases.

23. Coordinate data reporting with IQMS student systems to ensure data are available to schools and offices as quickly as possible.

24. Maintains system security.

25. Respond to requests from other units for `ad hoc' information.

26. Performs related work as required.
