WORKING TITLE: Planner I, Capital Budget Assistant GRADE: 21 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides support in the preparation of the annual state and local capital budget and associated six-year Capital Improvements Program (CIP). Responsible for the development of the state budget submission and all relevant documentation. Completes and maintains all necessary documentation for state related grant programs including the Qualified Zone Academy Bond and Aging Schools programs and assists school staff to complete required documentation. Maintains local facility information in the Public School Construction Program¿s facility inventory database. Prepares annual updates to the state-rated capacities of all MCPS facilities. Monitors changes to state regulations that impact the annual state submission or related grant programs. Assists the Division of Construction with document submissions required by the Maryland State Department of Education and Department of Planning. Drafts sections of the annual CIP and Master Plan that pertain to state related issues. Assists division staff with the development and production of the annual CIP and Master Plan.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Requires considerable organizational, written and communication skills. Ability to coordinate and manage information for multiple programs at the local and state level. Ability to independently carry out continuing assignments requiring the organization of materials, the handling of routine administrative details, the preparation of reports and sound decision-making. Ability to organize and manage several tasks or projects with time sensitive deadlines concurrently. Ability to complete work assignments in a very active operational environment with changing requirements and priorities. Ability to perform under pressure to meet deadlines and to respond to state and local agencies required. Knowledge of MS office products and database software.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College major in business, communications or public administration or other appropriate field. Three or more years of progressive responsible experience in assisting a government or business operation, and addressing government, business or professional organizations. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assists in the development of the local and state Capital Improvements Program and Master Plan.

Responsible for the development of documentation required for the submission of capital funding request to the State of Maryland.

Maintains files and records according to established retention procedures.

Monitors changes in state operational procedures and practices to advise director and other MCPS staff.

Coordinates with PTA/PTSA members, school staff, and other MCPS staff for state grant program submissions.

Coordinates with various staff in the Department of Facilities Management to develop required documentation for local and state capital budget submissions.

Understands and applies the seven core competencies of the Supporting Services Professional Growth System (SSPGS) commitment to students, knowledge of job, professionalism, interpersonal, communication, organization, and problem solving.

Performs related duties consistent with the scope and intent of the position.
