WORKING TITLE: Facilities Analyst GRADE: 21 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, conducts a variety of analyses needed to ensure adequate space is available for educational programs and associated administrative functions. On an annual basis, calculates program capacity of schools and provides facilities data for capital improvements program and master plan publications. Facilitates planning committees and prepares space summaries for educational specifications for school construction projects. , Ensures adherence to these specifications through involvement in the development of schematic plans and preliminary plans. Attends facility advisory committee meetings concerning feasibility studies and schematic design process. Facilitates process for locating or relocating pre-kindergarten, special education, and alternative programs. This includes an annual analysis of special program space needs and geographic requirements. Evaluates requests for facility modifications needed to meet educational program requirements. Makes recommendations on the need for modifications, and maintains project status reports. Develops recommendations for placement of relocatable classrooms by closely coordinating input from schools, assessments of facility space, and staffing allocations. Monitors housing market for input to enrollment projections and facility plans. Work involves coordination with school system administration at all levels including Directors of School Administration, Principals, Department and Office Directors and other MCPS and local government offices.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of planning principles and methods as applied in the setting of a public school system or local government. Knowledge and skill in the use of computer software programs to access and analyze data. Knowledge of the Montgomery County Public School system and its facilities desirable. Ability to conduct research and analyze data, distilling key points and discerning trends. Ability to work independently and collaboratively. Ability to present information orally, graphically, and in writing in a clear and succinct manner. Ability to work with citizens in small and large groups as well as by phone and in writing. Excellent human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree with coursework in planning, research methods, and data analysis Experience in a planning environment applying analytical skills to the interpretation of data and development of plans Ability to clearly present information orally, graphically, and in writing required. Excellent human relations skills required. Experience with educational facility planning high desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent evening meetings are required, as well as occasional overtime to meet deadlines.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Calculates annually the program capacity of schools and summarizes space availability and school facility data, including room uses, for capital budget and master plan publications.

2. Develops expertise in program space needs and space conditions at schools.

3. Facilitates planning committees and prepares space summaries for educational specifications for school construction projects.

4. Responds to requests for facility modifications, analyzing needs in the context of program requirements and utilization factors.

5. Updates and maintains a facility database.

6. Analyzes requests for relocatable classrooms and prioritizes these according to facility conditions, staffing allocations, and enrollment projections.

7. Monitors housing market and provides building reports for enrollment forecasting and facility planning.

8. Coordinates above responsibilities with central school system administrators, school principals, and local government staff.

9. Performs related work as required.
