WORKING TITLE: Planner II, Capital Projects Specialist GRADE: 24 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides support in the preparation, completion, and implementation of the annual capital budget and associated six-year capital improvements program. Work of the class involves considerable coordination of capital projects activities, analyses of project problems, preparation of educational specifications, supervision of MCPS architects' preparation of project preliminary plans, development of recommendations, and preparation of correspondence for the department director and others on capital project related matters. Nature of the work requires extensive interaction with school staff, MCPS management personnel, county executive office and council staff, state staff, and the public. Supervises activities of contract architect(s) on various projects.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the use, importance, and maintenance of multiple project management schedules; thorough knowledge of cost estimating and budgeting; knowledge of the application of electronic data processing software capabilities to the creation and updating of data bases and project management of schedules; knowledge of modern business practices. Demonstrated ability to analyze complex problems and to prepare effective reports and correspondence; considerable ability to apply detailed analytical procedures to the establishment and maintenance of complex construction schedules. Excellent oral and written communication and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College major in business or public administration, architecture, engineering, education, or other appropriate field. Considerable experience in the development of capital improvements programs including developing capital budgets, scheduling capital projects, writing educational specifications and working on development of preliminary plans for educational facilities. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to attend Board of Education, county council, and state agency meetings, and to work overtime as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Develops and ensures completion of the capital budget and the six-year capital improvements program.

2. Prepares the superintendent's capital budget request for review and approval; assembles backup data and information; revises budget requests based on Board, county executive, county council, and state action.

3. Coordinates a variety of activities among department staff and between department staff and various project managers of capital projects.

4. Coordinates responses to capital project-related questions from the Board, county executive, county council, and state agencies.

5. Provides liaison with council and executive staff on capital project-related topics.

6. Prepares correspondence for department director, associate superintendent, and superintendent on capital project related matters for transmittal to county and state elected officials, county and state agencies, and the public.

7. Writes educational specifications. Coordinates preparation of project preliminary plans with project planning committees, architects, engineers, and school, area, and central office staff.

8. Participates in the development and implementation of computer-based activities to advance the mission of the department. Initiates suggestions for new activities.

9. Attends Board, council, and state meetings on capital project related topics and prepares summaries of events for use by division and department directors, associate and deputy superintendents, and the superintendent.

10. Prepares correspondence for various administrators in response to queries from, and events involving, the Board, executive, council, and state agencies with respect to capital projects funding and legislation.

11. Serves on committees planning countywide implementation of capital programs, such as cable TV.

12. Analyzes reports and comments by county executive and council staff and prepares draft responses for administrators and the Board.

13. Performs related work as required.
