SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under direction, serves as Project Manager for mechanical projects, including systemics, modernizations, and new construction. Supervise, direct, and manage mechanical projects and mechanical project teams, including design engineers, Assistant Project Managers, Project Engineers, consultants, and contractors for mechanical projects for school buildings and facilities. The responsibilities include: design review including equipment calculations, drawings and specifications; preparation and submissions of MSDE state forms, investigation and resolution of mechanical system problems in existing schools, preparation of feasibility study for additions or modifying mechanical systems or equipment in existing schools; cost estimates for budgeting and construction, coordination of field inspections, testing and balancing and updating of MCPS specifications on mechanical systems, for all mechanical projects for facilities. Physical Demands: Requires walking over rough, uneven, and rocky surfaces at construction sites and climbing ladders and scaffolding for inspections. Special Requirements: Requires traveling to construction sites on a frequent and unscheduled basis.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of the current principles, practices, theory, codes, and materials applicable within the field of mechanical engineering to the construction of school or similar buildings. Knowledge of safety standards and practices as they relate to mechanical equipment. Knowledge of project management techniques and practices. Ability to review and analyze mechanical engineering plans, specifications, and equipment drawings, and to detect errors in design or deviations from directives or codes. Ability to appraise the quality and rate of construction progress. Ability to establish and maintain effective working relationships with architects, contractors, utility company personnel, school staff, and communities. Ability to identify engineering/architectural clashes and minimize errors and omissions. Ability to evaluate project needs, then draft, develop, and prepare a comprehensive scope of work, written recommendations and reports, plans/specifications for bidding, review bids and contracts, and provide expert mechanical system advice. Ability to design and evaluate computerized energy monitoring and control systems in schools. Ability to use standard application software within the engineering field. Ability to effectively manage contractors to ensure conformance with construction drawings, proper task prioritization, budget control, and schedule adherence. Demonstrated experience solving complex problems. Good communication and human relations skills.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education, Training, and Experience: Preference will be given to candidates with a Bachelor’s degree in mechanical engineering from an accredited college or university. Considerable experience in mechanical system relative to schools, buildings, and facilities design and construction. Experience in project management of construction projects. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered, and which must include considerable mechanical engineering coursework and mechanical engineering design experience. Certificate License: Must possess a valid driver's license.

DUTIES AND RESPONSIBILITIES:

Reviews architects’ and mechanical engineers’ construction plans and specifications of Systemic and Capital projects to ensure that correct mechanical equipment is specified for efficient and economical service; and is in conformance with applicable federal, state, local, and life safety applicable federal, state, local, life safety construction codes and MCPS standards. Confers with architects, engineers, and contractors of completed schools, additions, modernizations, or other projects to resolve and troubleshoot system and/or equipment problems; develops alternative designs, plans, and specifications as appropriate. Observes, tests, and evaluates completed jobs to ensure that all mechanical components are operating properly and meet environmental and safety standards for building occupancy. Promotes the use of energy efficient equipment and systems. Manages designated capital improvement and Systemic projects from pre-design through construction; reviews plans and specifications submitted by contractors for conformance to MCPS standards; attends meetings and works with architects, engineers, communities, school staff, and other interested parties to resolve problems, facilitate communication, and provide information; prepares and coordinates request for proposals and bid packages as required; reviews budgets and approves invoices for payments; negotiates contracts; attends progress and other project meetings as required; reviews schedules for completion and monitors work progress to ensure projects are completed in a timely manner. Meets with clients to determine project scope for in-house mechanical system projects; oversees and coordinates project implementation. Coordinates special programs relating to updating mechanical systems and/or improving efficiency (e.g. FACE); serves as MCPS agency contact person and handles administrative details for program implementation. Investigates and resolves mechanical system malfunctions. Prepares and maintains MCPS mechanical system guidelines and standards for contractors. Knowledge of and ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS). Performs related duties consistent with the scope and intent of the position.
