SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Environmental Team Leader, assists in administering the systemwide indoor air quality (IAQ) program and fire code compliance programs. Responsibilities include managing complaint response, remote air monitoring data system, and relocatable classroom inspections & improvements. The nature of the work requires application of the principles and practices of all aspects of project management, industrial hygiene, fire code compliance, and other technical compliance areas. Work includes developing specifications, contract documents, implementation oversight, and clear communication to all stakeholders involved in the process. Serves as a office/division representative in a variety of meetings with government officials, school staff, school community and the community at large for the purpose of conveying and receiving information related to assigned projects and activities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable professional knowledge of, and skill in applying, the theories, concepts, principles, computer systems applications, and methodology for systemwide compliance projects. Knowledge of engineering and specialty methods, and regulatory requirements to ensure that projects are completed in a timely manner and in full compliance with required quality standards. Considerable knowledge of project management, budget and cost estimations, resource and schedule planning. Considerable computer skills utilizing MS Office Suite (Excel, Word, Outlook, PowerPoint) and Adobe Acrobat. Ability to read architectural plans and blueprints to evaluate compliance with applicable laws, codes and standards related to OSHA, NFPA, EPA and HVAC systems. Proven ability to resolve difficult issues and achieve goals within timelines; research and analyze data and present cohesive, supported recommendations related to the work; serve as a functional leader and oversee the work of staff; understand and provide budget input and effective fiscal monitoring for projects. Must be proficient in written and verbal communication with varied audiences; and must possess effective presentation skills. Skill, proficiency and the ability to manage multiple projects and priorities typical to the job assignment and meet associated planned outcomes and timelines; and develop action plans. Knowledge of and ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: A Bachelor's degree in physical or life sciences, engineering or a related field. Five years of increased responsibility in the administrative, technical and field experience in Architectural, Engineering and/or Environmental industry. Supervisory experience preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Certified industrial hygienist (CIH) or certified hazardous materials manager (CHMM) or similar certification preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to complete inspection activities. Ability to physically access all elements of a school site.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to travel between sites on unscheduled basis.. Required to work beyond duty day as needed.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides leadership in collaborating with others on all phases of planning, designing, and constructing a project, from initial discussions to project completion (consultants, planners, school staff, contractors, field staff, inspectors, local code officials, and various internal departments).

Coordinates and monitors activities to ensure that all phases of a project are completed and within approved schedules and budgets. Provides input and reporting on budget and expenditures.

Develops goals and objectives for programs and assists in the facilitation of their implementation.

Manages comprehensive proactive and reactive indoor air quality program, including reporting and investigations.

Develops scope and manages projects, such as new and existing fire code compliance and other related subject areas.

Manage the relocatable classroom inspection program and coordinate work with other division/departments.

Develops technical bid specifications for new and replacement systems and items.

Work with staff and contractors to design facilities improvement projects related to fire code and IAQ upgrades, as necessary.

Applies theories, principles, practical concepts, and processes related to: architectural design, standards, techniques, and practices, traditional engineering science disciplines (e.g., civil, mechanical, and electrical), physical science disciplines (e.g., materials and physics), analytical reasoning and scientific methodology, and interpreting designs, including design manuals.

Represents MCPS at community and official meetings which may include parents, teachers, school staff, students, community members, community associations, government agencies and others as needed. Develops and presents formal presentations to large groups.

Researches and analyzes data and information to develop recommendations and conclusions for plans, policies, reports etc.Plans, coordinates work of professional staff within the unit and provides oversight of projects
Provides technical expertise and program leadership to community groups and government entities.
Participates in budget development and fiscal monitoring of projects.

Follows all procedural requirements and documentation in a timely fashion to maintain projects on schedule.

Performs related duties consistent with the scope and intent of the position.
