WORKING TITLE: Project Manager, Telecommunications GRADE: 25 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists the Director of the Department of Infrastructure and Operations in administering the telecommunications bills, associated budget, and annual submission for the E-Rate program for elementary and secondary Nature of the work requires application of the fundamentals of telecommunications services and billing in preparation of plans, payment, and refunds.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the various types of telecommunications products and services. Thorough knowledge of the principles, practices, and procedures of planning and maintaining deadlines associated telecommunications projects, particularly those associated with the E-Rate program. Knowledge of the fundamentals of telecommunications services, bill payment, and associated deadlines. Ability to effectively communicate and work with vendors, contractors and other stakeholders. Ability to prepare plans and specifications for projects and work effectively with contractors, vendors and others. Skills in Microsoft Excel (or equivalent), Microsoft Project (or equivalent). Excellent written and oral communication and human relation skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required with course work in business administration, accounting, desirable. Considerable experience in telecommunications billing and the E-Rate program. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime and to respond to occasional urgent work requirements.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Prepares plans and managed the associated details for all aspects of the E-Rate program, which includes drafting telecommunications RFP requirements, proper submission of our response to Universal Service Administrative Company (USAC), receipt of associated refunds, and reporting/forecasting current status and future budget expectations.

Prepares agendas and meets regularly with all relevant stakeholders for our E-Rate program. Provides regular reports to key members in the project and in the Office of the Chief Technology Officer.

Reviews capital project plans for including future telecommunications needs as they may impact the telecommunications budget and the associated E-Rate program.

Reviews, validates, and prepares the necessary documentation and paying our monthly telecommunications bills.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
