Program Technician, Capital Budget Team Leader

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides support in the preparation, completion, and implementation of the annual capital budget and associated six-year capital improvements program. Work of the class involves considerable coordination of capital projects activities, analyses of project problems, preparation of educational specifications, coordination with MCPS architects in the preparation of project preliminary plans, development of recommendations, and preparation of correspondence for the division and department directors and others on capital project related matters. Nature of the work requires extensive interaction with school staff, MCPS management personnel, county executive office and council staff, state staff, and the public. Supervises activities of capital planning staff on state and local CIP matters.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the use, importance, and maintenance of multiple project management schedules; thorough knowledge of Montgomery County and State of Maryland Interagency Committee capital budget and CIP process procedures; knowledge of the application of electronic data processing software capabilities to the creation and updating of data bases and project management of schedules; knowledge of modern business practices. Demonstrated ability to analyze complex problems and to prepare effective reports and correspondence; considerable ability to apply detailed analytical procedures to the establishment and maintenance of complex budget submissions and tracking of budget documents. Excellent oral and written communication and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelors degree preferred. Course work or a degree in business or public administration, architecture, engineering, education, or other appropriate field and considerable experience in the development of capital improvements programs. Considerable experience in developing capital budgets, scheduling capital projects, writing educational specifications and working on development of preliminary plans for educational facilities. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland noncommercial Class C driver's license, or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to attend Board of Education, county council, and state agency meetings, and to work overtime as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Responsible for the preparation, development, and completion of the state and local annual capital budgets and six-year Capital Improvements Program (CIP).

2. Coordinate with the Division of Long-range Planning to determine the scope and timing of projects to be included in the CIP.

3. Coordinate with other DOC staff to determine the budget for each project included in the state and local CIP.

4. Coordinate with the Division of Long-range Planning and other DOC staff to review current projects in the CIP that may need budget adjustments due to changes in scope or construction cost.

5. Prepare and maintain the modernization schedule including the budget for each modernization in the six-year CIP, as well as future modernizations.

6. Prepare and maintain the gymnasium schedule including the budget for each gymnasium in the six-year CIP, as well as future gymnasiums.

7. Prepare and present a draft CIP for the superintendent during CIP review with Executive Staff.

8. Prepare various CIP scenarios per discussion with the superintendent and the Executive Staff.

9. Provide the superintendent and the Executive Staff with any additional data or information regarding the CIP.

10. Prepare and maintain Project Description Forms (PDFs) for each CIP project from inception to project closeout, including changes in scope, budget, and/or timing, summary of projects, proposed completion dates, and proposed capacities.

11. Forward PDFs, as well as other budget information to the Division of Long-range Planning to be included in the Board of Education's Requested CIP submission.

12. Attend Board of Education public hearings and budget worksessions.

13. Attend CIP forum with MCCPTA or various government officials.

14. Update and maintain CIP Submission Database including expenditures, appropriations, encumbered and unencumbered balances, partial closeouts, and closeouts.

15. Work with the County Government's Office of Management and Budget (OMB) to clarify information in the PDFs and the Board of Education's budget request.

16. Coordinate with OMB to reconcile MCPS PDFs and County Government's PDFs during the budget process, prior to the County Executive's budget recommendation.

17. Work with the County Council to clarify information in the PDFs and the Board of Education's budget request once the County Executive has released his budget.

18. Attend County Council worksession/Committee worksessions regarding the Board of Education requested CIP.

19. Respond to any questions from OMB or the County Council regarding the Board of Education's budget submission.

20. Coordinate with County Council and other DOC staff to reconcile MCPS PDFs and the final PDFs for County Council resolution during the budget process.

21. Coordinate with other DOC staff to accomplish budget input and participate in bid analysis vs. budgeted costs.

22. Coordinate the inclusion of approved PDFs, as well as other budget information with the Division of Long-range Planning to be included in the publication of the annual Facilities Master Plan.

23. Attend Master Plan forum with MCCPTA.

24. Responsible for Educational Specifications.

25. Prepare Educational Specifications for new schools or schools proposed for an addition or modernization.

26. Meet with principals and PTA representatives to explain Educational Specification process and set up future Facility Advisory Committee (FAC) meetings.

27. Meet with FAC including principal, school staff, and community to advise them on the type, scope, and timing of the project; discuss school/community expectations for the project and educational specification; and further develop the educational specification specifically for the school.

28. Finalize the Educational Specification for the school and forward to other DOC staff and the State.

29. Meet with PTAs to discuss proposed project including scope, timeline, and budget issues.

30. Participate with the architect selection process facilitated by DOC.

31. Participate in the Feasibility Study process facilitated by the Division of Construction.

32. Attend feasibility study meetings, as well as in-house meetings, to determine the scope, cost, and timing of the project.

33. Respond to any questions from other DOC staff, architect, or the state regarding the Educational Specification.

34. Review completed feasibility study for content to ensure the study includes all components of the Educational Specification.

35. Participate in the Design Process facilitated by the Division of Construction including after school and evening meetings with the school staff and community.

36. Facilitate Post Occupancy Reviews.

37. Prepare post occupancy form to be filled out by principal and staff.

38. Facilitate post occupancy meeting with school staff to gather information (both programmatic and construction) regarding their capital project.

39. Compile all information received from the staff into one document to be used by the Division of Long-range Planning, as well as the Division of Construction.

40. Oversee the State CIP Submission.

41. Supervise the preparation of the annual state CIP request by other CIP planners.

42. Review submission to ensure all required projects are included in the state submission.

43. Review state forms to ensure data information including capacities, enrollments, and budget information are accurate.

44. Review text within the State CIP submission to ensure accuracy.

45. Prepare and present a draft CIP for the superintendent during CIP review with Executive Staff.

46. Prepare various CIP scenarios per discussion with the superintendent and the Executive Staff.

47. Provide the superintendent and the Executive Staff with any additional data or information regarding the CIP.

48. Attend state CIP meetings and be prepared to answer questions regarding MCPS submission.

49. Attend County Government and/or County Council meetings and be prepared to answer questions regarding MCPS submission.

50. Coordinate to ensure submission is distributed to the State on time.
