SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, coordinates and assists in completion of all assignments for the special construction projects section which includes ADA Compliance, Improved Access to Schools, various site improvement projects, Relocatable Classrooms and HVAC Replacement in the Division of Construction. Has major responsibility for projects such as designing, school site development and modification; reviewing and obtaining approval of school signage; coordinating the modification of facilities to make them accessible to handicapped persons; evaluating building design strategies; and other special projects identified by the director which may impact all MOPS construction activities. ¿Facilitates final project close-out for all capital projects prior to the warranty period.¿ Works with Montgomery County DPS to obtain as-built approval and clear permits from past projects.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of construction and site development activities from design to implementation and evaluation; knowledge of construction project plan requirements, cost estimating, building/site codes and standards and inspection techniques; knowledge of financial procedures necessary to maintain project cost control. Ability to represent MCPS in special project planning and construction activities; ability to effectively administer special construction projects including scheduling, inspection, and timely completion of projects in accordance with all requirements; ability to read and understand construction plans; ability to manage multiple concurrent projects; ability to apply computer technology to construction and special projects activities. Excellent communications and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelors degree preferred. Course work in architecture, architectural engineering, mechanical engineering, electrical engineering, or a related field with administration and construction-related course work or equivalent administrative field work as a project manager with a mid/large construction firm. Considerable experience in the planning and on-site construction or large buildings and facilities as well as administration of all aspects of construction projects, preferably in school facilities construction. Experience in financial management and administration, and policy/procedure development. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills that would be expected upon completion of the above program and that would be necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland noncommercial Class C driver's license, or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Positions operate computer terminals for sustained periods.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to travel to schools and other offices on frequent and unscheduled basis. Ability to work overtime and on weekends as required

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Coordinates all activities and assignments for the Special Projects section.

2. Administers construction projects to insure that they are completed in accordance with plans, and in compliance with all building, health, energy, handicap, and life safety codes; and educational requirements.

3. Develops construction schedules and monitors construction progress to assure that projects are completed on time.

4. Acts as liaison between MCPS, project architects and engineers, and general contractor.

5. Assigns staff inspector and mechanical and electrical construction technician for each special construction project.

6. Supervises all inspection activities.

7. Reviews bid submittals and makes recommendations for contract award.

8. Assists in reviewing plans and specifications for all ADA, various site improvement projects, Relocatable Classrooms, and Improved Access to Schools projects.

9. Supervises the design decision of relocatable classrooms on a school site; assists in the design and configuration of relocatables; and supervises the building, construction and inspection activities of them.

10. Conducts special studies as needed, i.e., the feasibility of using modular buildings for school construction.

11. Performs related work as required.
