SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides guidance and expertise in developing and implementing policies, goals, and programs for energy management. Nature of work involves supervising the operations, installation, programming, testing, evaluation, modification and maintenance of energy management computer systems, communications systems software and remote-connected device controllers. Assists with the monitoring and inspection of contract services for new energy management systems. Supervises energy technicians involved in maintaining and programming the energy management computer and related activities. Manages the analysis, installation and monitoring, maintenance and evaluation of computer controlled HVAC equipment and related duties of the energy field supervisor. Works with maintenance depot staff and energy program manager to identify, facilitate, and execute other capital energy saving projects. Assignments are broad in scope with a strong reliance on judgment and initiative.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of computer systems and their application to energy management; software programs for modern energy management systems; design procedures for heating, ventilating and air conditioning (HVAC); and control systems including equipment selection methods, telephone communications systems as related to data transmission, and energy conservation methods as related to existing and new facilities. Ability to program, troubleshoot, and maintain the energy management computer; ability to evaluate the efficiency of physical plants controlled by the energy management system and the energy management program. Ability to effectively supervise the energy management technicians and interact with all levels of internal and external personnel. Excellent oral and written communications and human relations skills. Skill in using instruments/procedures to test and evaluate energy management computer systems, HVAC systems, and communications systems.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited institution in computer science or engineering and considerable experience in all of the following areas: programming in software programs for modern energy management systems; maintenance and operation of commercial HVAC systems, including pneumatic and electronic controls; telephone, data, internet communications systems and the field of energy management. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered, and which include considerable collect technical coursework relating to the energy management field.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of valid Maryland Class C drivers license
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to inspect and service equipment which has restricted or difficult access.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergency problems relating to the computer controlled energy management system at any time and to work overtime as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises staff who program and verify computer operation of heating, ventilating, and air conditioning in connected schools as required for comfort and safety of school and Interagency Committee activities.

Coordinates and verifies alternative use of special mechanical equipment in facilities to accommodate maintenance and operations.

Evaluates information on use and operation of individual projects and recommends new technology.

Assists with the monitoring and inspection of contract services for new energy management systems.

Maintains communication with school and maintenance staff to determine responsibility for system problems.

Maintains communications with phone, internet, and other utilities vendors to identify and resolve systems communication problems.

Adds and alters programs, parameters, and schedules to accommodate connections to new facilities.

Reviews annual energy consumption of all connected facilities to evaluate system effectiveness.

Communicates and cooperates with Interagency Coordinating Board as required.

Familiarizes staff of new facilities connected with operation of E.M.S. and procedures for coordination.

Performs major testing and service on energy management computer and related equipment.

Performs related work as required.
