SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, serves as lead project manager and program manager for horticulture and gardening programs at MCPS facilities and schools; applying advanced and thorough knowledge of horticulture to develop and manage related MCPS programs, including bioretention gardens, green roofs and other live stormwater structures, tree canopies, reforestation and other ecosystem management approaches, forest conservation areas, invasive management, and support of school rainscapes, outdoor classrooms, and other gardens. Coordinates with state and local government agencies; engages and trains MCPS staff as needed; collaborates with community partners and the Parent and Teacher Association (PTA) to meet MCPS horticulture program development, maintenance and expansion goals. Develops, implements and manages volunteer program and supervises the work of all volunteers relative to the horticulture program. Researches and drafts grants and identifies other funding opportunities and implements programs. Serves as project manager for large-scale retrofits and may supervise contractors or employees.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of horticulture, plant taxonomy/botany, landscaping, pesticides/integrated pest management, and nutrient management. Skill in operation of state-of-the-art horticultural methods and techniques. Knowledge of Leadership in Energy and Environmental Design (LEED) and/or Green Globes rating system and practices. Proficient computer skills in Outlook, Microsoft Office, Google Suite, and other applicable software. Ability to: solve complex problems; analyze and evaluate data; interpret technical reports and correspondence; read and write technical reports and correspondence; communicate effectively; organize work efficiently and effectively; provide courteous service, and work in the office and field. Must have knowledge of project management principles and strategies. Ability to publicly present ideas, information and strategies in an impactful, persuasive and engaging way. Volunteer recruitment and/or management preferred. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in horticulture, sustainable landscaping, landscape architecture or related biological studies field required. Four years of progressively responsible professional experience in public gardens, horticulture, stormwater management, or closely related field. Supervisory and project management experience required; public speaking and volunteer management experience highly desirable; or an equivalent combination of education and experience may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland driver's license. A Maryland State Pesticide Applicator's License may be required within 6 months, dependent on assigned duties.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to work in outdoor and natural environments that may have dirty or uncomfortable conditions; perform work requiring considerable walking, climbing, and performing inspections, and other field and job-related functions.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to promptly respond to critical or emergency work requirements at any time, including nights, weekends, and holidays.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Develops strategies, leads and oversees the successful implementation, completion and maintenance of MCPS horticulture-related projects; and serves as the primary point of contact and advisor for issues and projects.
2. Develops and maintains an expansive horticulture/gardening volunteer program; recruits, trains and oversees the work of volunteers (potentially more than 100),
3. Proactively communicates with school principals, community partners, PTA volunteers and other staff members to ensure ongoing success of new and existing projects and programs. Assesses and addresses challenges or horticulture-related issues
4. Tracks, maintains and reports on project progression, materials, inventory, purchasing and funding sources for projects and program needs.
5. Researches and writes grant proposals and oversees the application process based on the needs and direction of the programs. Collaborates with office staff to ensure grants meet requirements, timelines and budget guidelines.
6. Works collaboratively with community partners and the PTA to recruit, train, and maintain volunteers to maintain the horticulture expansion and success of the volunteer program.
7. Collaborates with MCPS Architect and project managers as well as with contractors to proactively set design standards and to assesses and oversee implementation of projects and best practices relative to new construction and retrofits using Leadership in Energy and Environmental Design (LEED), Green Globes, or other industry standard rating system and practices.
8. Conducts research and studies to select and maintain the best plants, control pests, develop plant care and maintenance standards, and meet horticultural and program objectives.
9. Ensures best management practices are employed throughout the system; recommends and implements corrective measures as appropriate.
10. Develops and maintains internal processes and best practices to ensure: consistent design methods; successful project and plan implementation; and consistent outcomes that align with the district's strategic plan and ongoing, expanding initiatives.
11. Creates and reviews comprehensive planting plans and designs layout of new construction projects.
12. Creates and maintains a scalable system to track new and existing projects; persistent contractor engagement and oversight; and periodic evaluations of existing bioretention gardens, green roofs and other live stormwater structures, tree canopies, reforestation and other ecosystem management.
13. Serves as district expert for all horticulture-related matters.
14. Oversees timelines, work product, expenditures and progress of contractors performing horticulture-related work; identifies and addresses concerns and facilitates solutions to address contractor issues; recommends to leadership appropriate actions regarding work that does not meet district goals and work product standards.
15. Maintains fiscal records and oversees expenditures; recommends yearly budget for related work.
16. Conducts site visits to determine and document conditions and develop new plans.
17. Maintains records, including plant inventory, care, pesticide use, and distribution as required.
18. Provides a full range of educational programs for MCPS employees and school-level volunteers as needed and as appropriate.
19. Provides technical direction to MCPS staff, contractors, volunteers and school administration as needed.
20. Leads horticulture outreach and biological stormwater management programs, interpretation of assessments, tests, reports, provides educational materials, and signage to principals, schools and other stakeholders.
21. Prepares requests for proposals, bid specifications, and oversees and approves the work of contractors and staff conducting stormwater, tree or garden installation, and care or other activities.
22. Recommends and implements plans for educational signage installation that depicts MCPS sustainability features
23. Maintains knowledge and expertise in trends; new methods, technical knowledge, and best practices in horticulture to ensure ongoing success, sustainability, and expansion of the program in accordance with MCPS strategies and goals.
24. Performs related duties consistent with the scope and intent of the position.
