WORKING TITLE: Civil Site Development/Capital Projects Coordinator GRADE: 23 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides support for civil engineering activities related to improvements at existing and new school sites, including Americans with Disabilities Act (ADA), safe access and storm water management. Additionally performs engineering work in the review and preparation of plans relating to the design for capital budget projects. Nature of work involves exercising technical judgment in interpreting and communicating MCPS requirements to consultants and contractors.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the principles and practices of civil engineering as related to the review and preparation of plans for development and use of school sites; working knowledge of landscaping, architectural and legal terms applicable to site development. Knowledge of state and local codes and ordinances related to site development. Ability to apply engineering principles, practices, and techniques to the preparation of relocatable classroom and land improvement projects; ability to coordinate school site programs involving participation of several agencies; ability to prepare technical reports in connection with assigned projects. Excellent human relations and communications skills. Familiarity with use of contemporary drafting equipment and use of computers for status reporting. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. College major in civil engineering. Responsible engineering experience including land development and site rehabilitation. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Civil engineer license desirable or Engineer in training (EIT) certification
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to complete site development inspections and related activities.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to travel frequently and on unscheduled basis to construction sites and other offices. Ability to work unusual hours and overtime as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Reviews site plans prepared by civil consultants-and submits recommendations to project manager; prepares engineering feasibility studies to assist in the determination of possible future school sites; prepares rough sketches of projected land use of school grounds.

Meets with representatives from state, county, city, and other agencies to discuss Board-initiated school site projects requiring proper coordination, and to facilitate issuance of building and use permits, approval of site plans, conformance to codes, environmental impact statements, sediment control and traffic patterns; processes applications for the extension of utilities to provide service for schools.

Makes field inspections at school sites and follows through with corrective action as necessary; prepares or assists in the preparation of detailed drawings and estimates for improvement projects relative to site work, e.g., temporary access roads; advises on site improvement projects undertaken by Division of Maintenance and Operations and Division of Sustainability and Compliance, e.g., correction of erosion, grading, and drainage.
