Senior Facilities Planner, Enrollment and Demographic Analyst

WORKING TITLE: Senior Facilities Planner, Enrollment and Demographic Analyst GRADE: 27 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, develops and analyzes enrollment projections and other demographic information for the school systems¿ operating and capital budgeting activities. Conducts research on demographic and economic trends that affect school enrollments in support of enrollment forecasting. Performs complex assignments and exercises considerable independent judgment and initiative analyzing and using facilities and demographic data to develop strategies and plans for housing educational programs and accommodating changing enrollment patterns. Participates in county and city land use plans to ensure adequate school sites are available and the impact of increased residential development is communicated to county leaders. Tracks subdivision developments and building schedules to factor into enrollment forecasts for schools. Provides demographic information for special purposes, including student choice in the MCPS consortia and school boundary study processes. Participates in various planning processes including boundaries, roundtables, and program location studies. Work involves coordination with school system administration at all levels, including principals, department and office directors, and other MCPS units, as well as county and city planning offices and the housing development community. Participates in Board of Education and County Council meetings, and MCCPTA and community meetings.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough background and expertise in demographic analysis, student enrollment forecasting, land use planning, and community involvement. Working knowledge of planning principles and methods as applied in the setting of a public school system or local government. Considerable knowledge and skill in the use of computer software programs to access and analyze data. Knowledge of the MCPS system desirable. Ability to conduct research and analyze data, distilling key points and discerning trends. Ability to work independently and collaboratively. Ability to present information orally, graphically, and in writing in a clear and succinct manner. Ability to work with citizens in small and large groups as well as by phone and in writing. Excellent human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required from an accredited college or university, Master¿s degree preferred. College coursework in planning, geography, research methods, and data analysis. Experience in a planning environment applying analytical skills to the interpretation of data and development of plans. Experience creating reports graphically and presenting orally and in writing is required. Experience with educational facility planning, land use planning, demographic analysis, and GIS computer applications highly desirable. Experience in conducting public involvement processes in a collaborative manner. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and analyzes school enrollment forecasts and special program forecasts, in coordination with principals, program staff, and budget staff.

Presents demographic trend information to internal and external stakeholders.

Participates in county master planning activities to ensure MCPS school sites are included in these plans, where needed.

Participates in county growth policy development and prepares enrollment and facility data to assess space adequacy for MCPS schools.

Monitors county residential subdivision activity and housing construction schedules for incorporation in enrollment forecasts, facility plans, and school boundary processes.

Facilitates community involvement processes.

Updates and maintains a facility database.

Participates in development of the MCPS Capital Improvements Program.

Coordinates above responsibilities with central school system administrators, school principals, and local government staff.
