SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, performs education facility planning for MCPS schools and offices, responsible for the development of the annual state budget submission and associated related grants programs, and assists with the development of the local capital budget and associated six-year Capital Improvements Program (CIP). Conducts facility planning processes for additions, major capital projects, and new schools, as well as reconfiguration and renovation of existing space to meet educational objectives and program locations and relocations for pre-kindergarten, special education, and alternative programs across all MCPS facilities. Manages the updates to the educational specification template and coordinates the publication for the annual CIP and Master Plan. Responsible for all aspects of the state CIP submission and maintains all necessary documentation for state related grant programs including the Qualified Zone Academy Bond and Aging Schools programs. Maintains local facility information in the Public School Construction Program¿s facility inventory database, prepares annual updates to the state-rated capacities of all MCPS facilities, and monitors changes to state regulations that impact the annual state submission or related grants programs. Work involves a high level of public scrutiny, and regular direct coordination with high level administrators that entail large financial consequences in terms of capital projects costs. The employee coordinates responses to queries regarding facilities planning data and proposals; participates in boundary studies and roundtable discussion groups; and, participates and attends meetings of community groups, municipalities, and other governmental agencies related to school facilities planning and state and local capital budgets.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the facilities planning process as required by Board policy, the components of facilities planning such as school capacities and utilization factors, strong understanding of the latest trends in pedagogy and MCPS instructional programs, the roles of the various participants in the planning process within and outside of MCPS, and the procedures and techniques unique to facilities planning. Strong understanding of budget principles especially capital budget planning. Ability to organize and manage several tasks or projects with time sensitive deadlines concurrently. Ability to perform under pressure to meet deadlines and to respond to state and local agencies required. Demonstrated analytical and writing skills and ability to make effective presentations. Excellent human relations skills; proven ability to work with communities. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university, Master's degree preferred. College coursework in planning or education, or related field. Five or more years' experience in the field of educational facilities planning and coordinating project activities with a variety of internal and community groups. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Performs facility planning processes for capital projects, modifications to existing facilities, and location and relocations of various programs throughout MCPS.

Provides leadership to the Department of Facilities Management (DFM) office on educational facility planning and capital budget issues.

Responsible for the coordination and publication of the Superintendent's Recommended CIP and the annual Educational Facilities Master Plan document.

Manages, coordinates, and updates the educational specification template for all schools.

Works closely with curriculum and program staff to ensure that the educational specification template reflects the latest pedagogy and instructional programs.

Responsible for the development of all documentation required for the submission of the state Capital Improvements Program request.

Coordinates with PTA/PTSA members, school staff, and other MCPS staff for the administration of state grant program submissions.

Assists with the development of the local capital budget and six-year Capital Improvements Program.

Prepares presentations for executive staff, superintendent of schools, and Board of Education meetings.

Represents the school system in intergovernmental agencies, community advisory committees, state and local government meetings on matters related to school facilities planning and capital budget issues.

Identifies enrollment and utilization concerns that require facility planning actions or capital projects.

Participates in boundary study processes.

Leads educational specification review process with schools.

Leads community discussion groups related to facility planning issues.

Provides data, information, and support to the DFM director on a variety of miscellaneous issues as required.

Performs more difficult and complex assignments, exercises considerable judgment in developing recommendations for director and superintendent of schools consideration.

Performs related duties consistent with the scope and intent of the position.
