SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, in the Office of Energy Management, in the Department of Maintenance, staff in this position provides all levels of user support and technology administration as it relates to the Energy Management Systems (EMS). This work includes analyzing and resolving problems related to workstations, networks, servers, and printers; performing systems analysis; designing and implementing configuration changes; and performing systematic back-ups as required or assigned. In addition to technology administration, this position will provide supervisory assistance to the EMS supervisor in communicating emergencies, scheduling, advising, directing energy technicians involved in maintaining and programming the energy management computer and related activities. Supports other energy conservation capital projects. Assignments include using EMS programs for scheduling HVAC on/off times for multi-facility activities, preliminary troubleshooting for EMS/HVAC related issues, distribution of utility data to schools and/or related departments, explain and monitoring of EMS alarms to ensure proper functioning of HVAC system, and coordinating hardware and software maintenance repair and servicing.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of standard microcomputer operating systems and the software used in a network environment; In depth knowledge of LAN/WAN systems, hardware and software sufficient to install monitoring devices and to communicate energy data. Knowledge of multiple microcomputer and network operating systems, and proficiency at standard desktop and communications applications and protocols. Basic knowledge of EMS components and HVAC control devices, parts, and panels sufficient to troubleshoot and make standard repairs as it relates to the computer equipment. Knowledge of computer systems and their application to energy management; software programs for modern energy management systems; design procedures for heating, ventilating and air conditioning (HVAC); and control systems including equipment selection methods, telephone communications systems as related to data transmission, and energy conservation methods as related to existing and new facilities. Ability to program, trouble-shoot, and maintain the energy management computers. Skill in using instruments/procedures to test and evaluate energy management computer systems as they relate to HVAC and communication systems. Working knowledge of multiple proprietary EMS interfaces used by MCPS and the ability to troubleshoot and repair control code and graphics by others is highly desired. Knowledge of DDC system network architecture for flexibility of building control and high performance in data storage and retrieval. Organizational and communication skills highlighting the ability to maintain basic EMS data and to produce reports, compose letters, memos and emails, and training materials to provide basic technical assistance. Ability to lead workgroups on special projects. Demonstrated ability to organize and manage installation and repair projects Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Coursework or training in computer science, information technology, or related field. Two to four years experience working in an energy related environment or related field. Experience in user support or technology administration required. Experience using AutoCAD and/or Maximo preferred. Experience in commercial HVAC maintenance and repair preferred. Can demonstrate knowledge of principles, concepts, and methods of applicable computer technology and its most effective and efficient utilization; Experience in instructional technology requirements preferred; Advanced experience working with desktop (office software such as; Windows XP and later, Office Suite (Outlook, Word, Excel, PowerPoint)) and server software and hardware. Other combinations of applicable education, training, and experience equivalent to a bachelors degree, which provides the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Class C Maryland Drivers License.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Requires walking or standing for long periods; lifting and carrying up to 50 climb stairs, bend, reach, hold, grasp and turn objects; and ability to operate computer. Must be able to climb ladders and scaffolding.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Unusual hours and extensive time demands during summer and other peak periods.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Coordinates all activities required to backup all systems and server equipment associated with the EMS.

Provides first level support for EMS technology.

Trains building services staff in the safe and efficient operation and maintenance of EMS control systems and related equipment.

Coordinates hardware/software maintenance and repair activities.

Performs routine desktop equipment maintenance.

Installs, maintains, and upgrades workstation or server software.

Analyzes and resolves basic desktop application problems.

Installs computer peripherals.

Ensures use of local area network best practices.

Troubleshoots and answers questions on HVAC systems, equipment status and room temperatures.

May assist with the training of lower-graded employees, as assigned.

May provide guidance and assistance to full-, part-time and/or hourly employees, as required.

Researches and orders specialty parts not locally available.

Performs related duties as assigned.
