SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Through an equity-centered trauma-informed approach, administers, scores, and interprets the state-mandated English language proficiency assessment to identify potential Emergent Multilingual Learners (EMLs) who enroll through the International Admissions and Enrollment (IAE) Office. Also, administers, scores, and interprets the literacy numeracy assessments to determine eligibility of EML students referred to the Students with Limited/ Interrupted Formal Education (SLIFE) program. Interfaces with students, families, and guardians of diverse cultural backgrounds while promoting a positive and welcoming climate. Provides direction and accountability support to school staff and processes. Researches questions and issues concerning ELD accountability tasks in order for each school to be in compliance with all local, state and federal requirements for EML students. Coaches school staff and collaborates with Emergent Multilingual Learner Therapeutic Counselors (ETCs) and staff in the Division of Multilingual Education. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to travel throughout the county. Special Requirements: Limited leave available during peak enrollment times over the summer months.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of MCPS schools and educational programs in general, and ELD programs specifically. Knowledge of English language development principles and practices. Knowledge of the evaluation of students’ English language proficiency skills (listening, speaking, reading and writing skills). Working knowledge of a foreign language. Excellent oral and written communication skills in English. Ability to courteously and effectively interact with students and parents from diverse cultural backgrounds. Ability to effectively communicate and collaborate daily with the public and school staff. Ability to perform tasks quickly and accurately, under strict time constraints; must be extremely detail-oriented. Ability to work independently while also functioning in a team environment. Demonstrates knowledge and ability to problem solve independently and proactively. Ability to handle and respond effectively to a high volume of emails. Ability to utilize office technology including proficiency in the use of Microsoft Office and Google Suite applications and MCPS database and website. Skilled in relating to children, and in classroom management techniques in order to obtain optimum test results. Excellent organizational, time management, and human relations skills. Exercises extreme tact in working with confidential information. Knowledge of or the ability to quickly learn and meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Associates degree preferred. Experience working with EML students and parents, including some training or experience in the evaluation of students’ English language skills. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Must complete state-mandated English language proficiency placement assessment certification upon hire.

DUTIES AND RESPONSIBILITIES:

Administers and scores the state-mandated English language proficiency placement test to newcomers who enroll through the International Admissions and Enrollment Office (IAE) as identified by the Maryland Home Language Survey. 2. Administers and scores mathematics and native language reading tests to eligible EMLs who have interrupted formal education to identify students eligible for the SLIFE program. 3.Provides assessment results and school information to parents/ guardians. Communicates test results to ELD teams at schools. 4. Collaborates with the Division of Multilingual Education and ELD teams to ensure accuracy in the EML platform in Synergy to ensure compliance with state and federal reporting.5. Reviews each ELD accountability document received, recognizes any inconsistencies, and communicates discrepancies and resolutions to the ELD teams to ensure compliance with Title III of Every Student Succeeds Act (ESSA) of 2015 and Maryland State Department of Education (MSDE) mandates relating to EMLs.6. Navigates through resources like Synergy, Google suite and Canvas to review, update, and maintain student information according to established processes.7. Processes all accountability documentation such as initial entry and MD transfer ESRs, ELD re-entries, and parent refusals in Synergy SIS.8. Updates, changes and deletes entries and corrects data files.9. Monitors and maintains adequate state-mandated English language proficiency assessments and SLIFE reading and mathematics testing materials.10. Responds to a high volume of emails regarding EML identification, EML screening, and ELD K-12 accountability inquiries in a timely manner. Exercises tact and sound judgement when communicating with assigned schools and various offices.11. Provides comprehensive training and guidance to temporary part-time (TPTs) employees during peak enrollment periods.12. Coordinates and arranges students’ testing appointments.13. Performs related work as required.
