SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the International Admissions and Enrollments Supervisor, collects and reports data for appropriate placement of students who qualify for the Multidisciplinary Educational and Training and Support (METS) program. Coordinates the identification, testing, intake, placement, and enrollment process for ESOL students, including students with interrupted formal education, in collaboration with the International Admissions and Enrollments (IAE) Office, the Division of Consortia Choice and Application Program Services, the ESOL Testing and Accountability Center (ETAC), and schools with ESOL/METS programs. Serves as a resource for newly enrolling ESOL and METS students, parents, and school staff members, as needed. Implements parent/guardian and community engagement efforts that promote a culture of respect and value for all families in the educational process. Collaborates with IAE, ETAC and schools to promote a positive and welcoming climate. Contributes to an understanding of diverse cultures to enhance cultural proficiency of school and central services staff members.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledgeable of MCPS programs and available community resources to maximize the international student's smooth transition to MCPS. Ability to work effectively with school based staff members, the METS instructional specialist, and ESOL testing assessors in implementing the ESOL/METS intake process. Ability to work with international families to facilitate enrollment in specialized programs. Excellent oral and written communication and interpersonal skills in Spanish and English required. Fluency in other languages desirable. Ability to understand and support students and families in the process of adjustment to the academic and cultural environment in MCPS. Knowledge of the school system, its policies, regulations, and procedures, and its programs and resources such as METS and ESOL. Knowledge of community resources to support families in need. Ability to work collaboratively with staff, parents/guardians, and parent and community organizations. Skills in organizing and working with diverse parent/guardian groups. Ability to collaborate, to problem solve and serve as an advocate in the best interest of students and families. Ability to maintain confidentiality. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Coursework in education, family studies, counseling, social work, or communications desirable. Experience with school and community activities and programs, preferably in a leadership role. Bilingual and bicultural work experience desirable. Other combinations of appropriate education, training, and experience equivalent to a Bachelors degree that provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Current valid drivers license required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to lift/move heavy items up to 25 lbs. and perform work requiring extensive mobility, i.e. standing, walking, bending, etc.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability for some evenings and occasional weekends during summer peak enrollment as well as for telephone calls related to supporting families in need.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Schedules appointments and conducts intake interviews with the families of students eligible to enter the ESOL and/or METS program and makes all necessary arrangements for enrollment in the program.

Assists in maintaining the METS database by creating new METS student records, updating existing METS student records, informing school METS sites of new student enrollments, and generating monthly/quarterly enrollment reports for monitoring purposes.

Assists in arranging METS transportation for new students and updating METS transportation changes for existing students.

Provides parents/guardians of ESOL and METS student tips and strategies to support at-home learning.

Provides MCPS school system orientation services to help parents/guardians of new ESOL and METS students to understand the student learning expectations.

Provides information to parents/guardians of ESOL and METS students on school-based and community groups/organizations that provide parent/guardian and student support.

Collects, analyzes, and utilizes data for continuous improvement.

Maintains close contact with local school staff to ensure completion of student's enrollment in an MCPS school.

Refers parents to ethnic groups, community organizations and government agencies that provide services to immigrant families.

Provides parents with information related to grade placement, ESOL/METS school assignment, MCPS school programs, and completion of the ESOL/METS intake process

Provides informal interpretation for parents/guardians as appropriate and utilizes school system resources to provide interpretation and translation services.

Serves as a liaison between ESOL/METS families and school staff to support the completion of student¿s enrollment in an MCPS school.

Maintains and reports data on the ETAC appointment calendar and parent survey.

Assists the IAE supervisor in planning the schedule of additional support staff members during the annual summer peak enrollment period.

Participates in appropriate in-service programs or other professional staff development activities.

Performs related duties consistent with the scope and intent of the position.
