SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, conducts training needs analyses; develops and implements training program to ensure paraeducators are equipped and properly trained to meet standards and the needs of students. Ensure that the training and development of paraeducators is integrated into all instructional program initiatives; participates and collaborates with the appropriate MCPS leadership personnel on various cross functional teams to ensure that the contributions are considered in the design and implementation of new curriculum and assessment. Functions as the liaison for the paraeducator through their understanding of the expanded duties and expectations for the paraeducator position in relationship to teachers, administrators, students, and parents. Understands characteristics of high-quality professional development experiences and strategies to ensure that training and learner occurs within the paraeducator classifications. Contributes to the development of school system initiatives that impact the work of paraeducators. Identifies issues, develops processes and/or recommends action plans to enhance student achievement and the relationship between teachers and the paraeducator classifications. Exercises considerable independent judgment in designing training curricula, engaging trainers and administering training funds.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to provide a vehicle for educational opportunities or techniques to enhance the successful collaboration between the teacher and paraeducator and other members of the educational community. Ability to plan, implement and manage professional development, projects and programs. Ability to develop, organize and ensure the delivery of training to paraeducators to ensure compliance with current standards and legislation and meet the needs of the students. Skilled as a team leader and ability to effectively analyze situations, define issues, propose and implement solutions and next steps. Thorough knowledge of best practices and culturally responsive approaches to engaging diverse communities. and collaborates with key internal and external stakeholders. Excellent oral and written communication and human relations skills. Strong computer skills, proficient in MS Office suite of products (MS Word, Excel, Outlook, etc) Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Master's degree preferred. College major in education, professional development, or communications or related fields. Minimum of 5 years of successful experience as a paraeducator or 5 years successful experience in a position(s) that requires interaction with students and teachers. Experience with school and community activities and programs, preferably in a leadership role. Experience working with special needs populations, such as ESOL, Title I, Special Ed. Attendance/participation in workshops or other training with curriculum instruction and/or classroom support. Experience in planning, implementation and evaluation of employee training programs; successful experience in presenting and delivering training to adult learners. Knowledge of Every Student Succeeds Act (ESSA), Blueprint for Maryland's Future and other current legislation and how these relate to the role of the paraeducator. Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Valid driver's license.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening work required to attend BOE meetings or other meetings related to paraeducator roles and/or responsibilities, as needed. Flexible to interact with staff and administrators at multiple locations.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Creates and maintains a culture of professional growth and high expectations.

2. Supports the implementation of the Supporting Services Professional Growth System.

3. Interacts with community groups, governmental agencies at the state and local levels, and with institutions of higher education to represent the interest of the Montgomery County Public Schools.

4. Collaborates with all MCPS unions and associations to support a highly skilled and respected work force.

5. Participates in personal training and developmental activities to maintain currency with best practices as they relate to professional development and growth for support professionals.

6. Exercises coordination and oversight of course facilitators engaged in paraeducator training.

7. Represents the department and its programs on a variety of standing committees and councils within the school system and with a number of outside agencies and institutions; represents department and division with universities and professional organizations.

8. Provides consultative assistance to various offices, schools, other departments and divisions within MCPS with respect to training and operating problems.

9. Identifies specific behavioral objectives, and designs programs to facilitate participants' achievement of specified objectives including selection of instructional materials.

10. Investigates research and special studies on training technology and makes recommendations on suitability for program incorporation. Insures that training and instructional materials to be utilized have been pre-tested for learning effectiveness and economy.

11. Coordinates registration of paraeducators in training programs.

12. Prepares a variety of reports, including attendance data, financial/budget, assessment, evaluation, and status.

13. Develops and recommends annual budget; plans and schedules expenditures of funds allocated for program, and manages budget to insure maximum benefit at minimum cost.

14. Administers/coordinates professional development training materials negotiated funds.

15. Coordinates the development, implementation and scheduling of professional development workshops, orientation sessions, and technical skills courses tailored to meet identified training needs.

16. Coordinates the issuance of all records of professional development training for paraeducators.

17. Directs preparation of instructional manuals.

18. Arranges for facilities for professional development workshops and courses.

19. Provides instruction in training courses.

20. Monitors and periodically updates and evaluates training methods and materials; ascertains program effectiveness through assessment instruments which provide a means to measure training carry-over to job performance. Monitors literature studies that pertain to instructional best practices and analyzes the findings and makes recommendations as appropriate.

21. Makes determination of paraeducator training needs based on school system objectives and priorities, job requirements, consultation with school administrators, operating departments, and paraeducators; determines whether training or other interventions are indicated.

22. Creates informational brochures for schedules of paraeducator training activities.

23. Gives information regarding programs on a daily basis.

24. Takes a leadership role in working with OSI staff and other MCPS offices to provide professional development for Paraeducator workshops ensuring that federal, state and district requirements are met. (i.e. Blueprint).

26. Compiles and analyzes data related to the roles, responsibilities and performance of paraeduators.


27. Facilitates meetings and/or conferences related to Paraeducators for the purpose of evaluating situations, identifying appropriate actions, and/or developing recommendations to enhance programs for paraeducators.

28. Performs other related duties as assigned.
