Environmental Specialist /Division of Maintenance Program Specialist

WORKING TITLE: Environmental Specialist /Division of Maintenance Program Specialist GRADE: 23 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, develops, implements, and manages environmental programs, projects and initiatives, with priority to lead and PCB management. Investigates problems and compliance with environmental health regulations, requirements and preventative maintenance standards. Compiles and analyzes investigative reports and related records to show compliance with the MCPS safety and environmental health program. Develops and sustains collaborative liaisons, partnerships, and relationships with county officials, public advisory groups, and MCPS schools and supporting organizations. Coordinates with MCPS environmental staff to ensure programmatic synergy. Prepares and conducts program awareness and compliance training. Manages and/or assists with other environmental programs and projects, such as, but not limited to, underground storage tank (UST) compliance, indoor air quality, and hazardous materials management.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of relevant county, state and federal laws, standards and regulations in relation to, but not limited to, lead and PCB. Ability to conduct environmental health and safety investigations and propose solutions to problems identified. Ability to prepare and analyze complex and detailed reports. Ability to use personal computer to input data and generate reports needed to verify compliance with required standards and the safety programs. Ability to perform sophisticated data reviews and analyses and recommend improvements, including refinements in data collection. Ability to communicate effectively with county officials, contractors, public advisory groups, and MCPS schools and supporting organizations. Strong written, oral, instructional, interpersonal, and organizational skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College major in engineering, environmental science, or related field of study with at least eight semester-hours in chemistry related course work. Three years experience in occupational safety and environmental health investigations including lead, asbestos, and other related areas. Experience performing chemical analysis, such as, but not limited to X-ray fluorescence (XRF) analysis desirable. Experience using MS office product software (Excel, Word, PowerPoint, Outlook, and Access) Other combinations of applicable education, training, and experience equivalent to a bachelors degree, which provides the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland Non-Commercial Class C driver's license (or equivalent). Lead inspector/assessor certification desired.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Occasionally work in dirty, dusty and uncomfortable conditions; No restrictions on ability to sit, stand, walk, or climb; No restrictions on ability to lift up to 50 lbs and/or carry up to 25 lbs.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening duties.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Participate in environmental health investigations.

2. Prepare recommendations for control and remediation of environmental health problems

3. Interpret regulations, technical reports and environmental test data

4. Monitor compliance with requisite laws, regulations and standards

5. Prepare reports documenting compliance with regulations and standards.

6. Work collaboratively with other environmental services staff.

7. Perform other related duties as assigned
