WORKING TITLE: Project Engineer II GRADE: 22 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision performs a variety of complex and specialized technical field service inspection duties. The work of the class involves monitoring and maintaining project controls to ensure compliance with Federal, State and local codes and standards and contractual provisions; reviews plans and specifications and performs related work as required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the principles and practices of building infrastructure, which includes mechanical and electrical engineering as well as plumbing, and the ability to apply them to diversified school construction projects; considerable knowledge of safety standards and practices as related to construction. Ability to review construction plans (mechanical, electrical, and plumbing), specifications, and to detect errors in design or deviations from directives or codes; ability to appraise the quality of rate of construction progress; ability to establish and maintain effective working relationships with architects, contractors, and utility company personnel and to prepare written recommendations and reports. Skill in the use of standard drafting instruments. Good communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree preferred. College course work or technical school training in mechanical or electrical engineering. Considerable experience in the design, construction, maintenance, operation, and inspection of projects. Other combinations of applicable education, training, and experience equivalent to a bachelors degree, which provides the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland noncommercial Class C driver's license or equivalent desirable. Plumber's license desirable.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to physically inspect construction sites and all areas of school facilities. Ability to operate testing equipment.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Use of private vehicle to travel to schools or construction sites on frequent and unscheduled basis (reimbursement provided). Ability to work variable hours in response to emergencies.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Inspects project sites and monitors work for conformance with construction documents, school system procedures, building codes/regulations, and adherence with the school system design and construction standards.

Investigates documents and reports on problem situations, potential change orders, errors and omissions and advises the contractor when necessary to implement corrective action.

Attends progress meetings, complete daily inspection reports or logs.

During a project¿s design phase, reviews documents for quality conformance, constructability, and proper sequencing/phasing.

During construction, coordinates the interaction and efforts of design professionals, customers, other MCPS divisions, agencies and contractors to minimize disruption to the school system and public.

At the completion of the project, manages the punch-list process and building/project turnover to facilitate a smooth transition from contractor to customer.


Checks mechanical plans and specifications of new schools, additions, and projects to insure that correct mechanical equipment is specified for efficient economical continual service and that all equipment piping, and systems are designed for minimum maintenance and for future expansion or additions; makes periodic inspection of schools and projects under construction to insure proper progress for work and to insure the proper installation of equipment and the use of materials as specified; works with the architects, engineers, and contractors of completed schools, additions, or projects; observes tests and operation of completed jobs and sees that all mechanical components are operating properly.

Reviews architects' and electrical engineers' construction plans and specifications for compliance with specifications listed in Catalogue of School Construction checks for proper locations of telephones, switches, receptacles, and TV outlets; checks riser diagrams for correct number of breakers as well as for proper amperage to assure protection for the equipment connected; checks drawings for fixtures and receptacles in excess of need; prepares addenda relative to plans and specifications after consultation with immediate supervisor.

Develops plans and specifications for bidding special projects. Obtains plumbing permits.

Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).

Performs related duties consistent with the scope and intent of the position.
