SUMMARY DESCRIPTION OF CLASSIFICATION: Under general direction, the Television IT Systems Engineer provides expert-level support for MCPS TV video systems, networks and IT infrastructure; also responsible for the design, implementation, maintenance, and day-to-day operations of MCPS TV video IT infrastructure. Helps determine and direct the course of future technology selection and integration based on research and experiential knowledge. Responsible for operations of the facilities multimedia network and server systems and infrastructure. Recommends multimedia equipment replacement and maintenance budgets originating from MCPS and the Montgomery County Government for PEG (Public, Education and Government) network. Develops policy and procedures for the maintenance and electronic integrity of all equipment in the television/multimedia facility, and provides direct or vendor-based staff training on the operation and repair of that equipment. Provides, as assigned by MCPS-TV Supervisor, consulting for school-based Media Specialists, Media Services Technicians and Montgomery County PEG network. Researches and prepares MCPS bid specifications for all new equipment, evaluates bids and recommends awards.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of digital and analog multimedia electronic equipment including Mac-based nonlinear editing systems, SAN (storage area network) systems, digital asset management systems, IT networking, digital video servers, encoders, web streaming equipment and multimedia compression techniques.. Ability to read and understand wiring and schematic drawings. Ability to design and supervise installation of television multimedia production and perform technical alignment/configuration of such systems. Must be deadline oriented to work in a highly productive television/multimedia environment. Excellent written, verbal and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Masters degree preferred. College major in IT systems design and maintenance required. Minimum of two (2) years experience in the theory, operation and maintenance of video IT systems multimedia and production and editing equipment. Documented experience in administration of maintenance and capital equipment budgets required.
CERTIFICATE AND LICENSE REQUIREMENTS: None
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to perform work requiring the lifting, moving and setting up of television, multimedia and related production equipment. Ability to lift up to 50 lbs and work in tight spaces behind equipment racks.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime and unusual hours as required.

Participates in the research, evaluation and selection all multimedia technical equipment to be used in the MCPS Television facility and school-based TV facilities.

Suggests and recommends equipment purchases to support and grow the technical capabilities of MCPS Television.

Installs equipment and trains Production and Engineering personnel in its operation.

Develops and manages budgets for multimedia equipment replacement, maintenance, parts and supplies through MCPS and Montgomery County Government PEG Network.

Meets with outside vendors to negotiate most cost-effective use of funding for new equipment and service contract purchases in keeping with industry best practices.

Arranges for repairs and upgrades/updates of equipment which cannot be repaired in-house due to special factory-specific expertise.

Interfaces with MCPS-TV Supervisor and Montgomery County Government and budget staff for the purchase of new equipment, supplies, technical services and emergency repairs.

ollaborates with TV engineer and other office staff for multiyear equipment plan.

Prepares materials to support weekly TV Engineering meetings with Engineering staff and TV Supervisor.

Writes specifications for new equipment to be submitted annually to Montgomery County PEG Network for approval and purchase.

Assists TV engineer and Field Services Technician in providing general support to school based TV studios and staff.

Sets up A/V production, computer and sound reinforcement equipment for off-site events such as Administrative & Supervisory Meetings, Superintendent's Budget Presentation, community forums and town hall meetings, etc.

Attends training courses, as determined, on new digital and IT technologies to maintain job skills. Attends annual seminars and engineering conferences as needed.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties as assigned by MCPS-TV Supervisor and consistent with the scope and intent of the position.
