SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of Department of Family and Community Partnerships (DFCP), plans and implements school system family engagement and community involvement efforts that support improved student learning and academic achievement. Major responsibilities include developing, implementing, monitoring, and analyzing systemwide training programs and resources for families and community organizations that support the pre-K-12 curriculum and instructional program; assisting identified schools with family and community outreach; working collaboratively with staff from other offices; representing family and community partnerships at meetings; coordinating and conducting staff development; conducting family outreach to engage families of students with disabilities; and providing information about special education programs and other school system programs and services. PHYSICAL DEMANDS: None SPECIAL REQUIREMENTS: Occasional extended day work required (attendance at Board of Education meetings, as well as meetings with families, schools, community groups and parent leadership groups).
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Demonstrated ability to design and deliver presentations related to pre-K-12 curriculum, assessments and instructional programs to diverse audiences, such as staff, families and community. Thorough knowledge of current research, trends, principles, and practices of culturally responsive and effective family outreach and engagement program models. Knowledge of adult learning theory and extensive knowledge of training and professional development strategies; knowledge of strategic plan, school/office improvement planning and the Anti-Racism Audit/Actions; ability to use technology to support family outreach and engagement, and use computer applications as office tools. Thorough knowledge of best practices and culturally responsive approaches to engaging diverse communities. Working knowledge of district policies and procedures related to family/community engagement and state and federal laws related to schools or the ability to obtain and apply knowledge quickly. Ability to assess program needs and plan program implementation. Excellent planning, organization, management, written and oral communication, and human relation skills required. Ability to use word processing, PowerPoint, spreadsheet, and database technologies. Excellent planning, organizational, management, oral, and written communication skills. Ability to understand, apply and meet the seven Core Competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s degree from an accredited college or university in education, curriculum, school administration, or related field. Coursework in curriculum, special and general education, ESOL, leadership, family engagement, and/or counseling. Demonstrated successful experience in planning, coordinating and conducting professional learning. Administrative, supervisory or project management experiences desirable. Demonstrated leadership and broad experience co-creating capacity building opportunities and developing and implementing family engagement strategies and programs, at a district and school-based level, for diverse families and school staff to support student academic achievement and development. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered. CERTIFICATE AND LICENSE REQUIREMENTS: Valid driver’s license.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES: Creates and maintains a culture of professional growth and high expectations. Works collaboratively and effectively with school system staff, parents, parent organizations, business and community groups, and government agencies to promote success for every student.Assists schools with family and community outreach; coordinates effective inclusive and culturally responsive family engagement and outreach programs and activities for diverse families to promote improved student learning, academic achievement, and well-being, in alignment with local priorities and state mandates.Works collaboratively with department staff in formulating operational guidelines and carrying out the goals and mission of the school system, office of Communications and Family Outreach, and DFCP.Builds trusting relationships with teachers, families, school leaders, and community partners; promotes and supports respect and value of the family-school partnership.Engages parents of students with disabilities and provides resources and information about special education programs and other school system programs and services.Develops structures that coordinate efforts of school system offices, schools, business and community organizations to build capacity of families to support their children.Assesses program needs; plans program implementation and makes program improvements as necessary.Collaborates with other departments and offices in the development of curriculum and instructional program resources for parents and the community.Assesses system’s training needs of central and school based staff and develops and implements training programs based on those needs; assesses programs for effectiveness and implements improvement strategies.Plans and leads staff development activities for professional and support staff to enhance learning of effective, inclusive and culturally responsive family engagement principles and strategies.Designs and delivers presentations and workshops to staff, families, and community members related to the pre-K-12 curriculum, assessments, and instructional program; supports at-home learning; and utilizes community resources.Collects data, prepares written and oral responses to requests for information, about program and special projects; and supports director with the preparation of reports and presentations for the superintendent and Board of Education.Keeps abreast of current literature, research, developments, techniques related to effective inclusive and culturally responsive family engagement.Participates in professional learning to maintain currency with best practices related to family engagement.Prepares required reports, correspondence, and annual budget requests and recommends allocation of funds to support the work of the unit.Represents department on task forces and committees, per direction of director.Performs related duties consistent with the scope and intent of the position.
