SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the principal and the Title I Unit (Division of Early Childhood and Title I Programs and Recovery Funds) in School Support and Improvement, the parent community coordinator (PCC) family engagement navigator develops, plans, and implements Title I parent/guardian engagement requirements, which value all families in the educational process; build capacity among staff to engage parents as the child¿s first teacher; and build capacity among parents in understanding state academic standards, local curricula, state and local assessments, and instructional strategies to apply at home. The work of this position focuses primarily on supporting the academic success of students. In collaboration with administrators, teachers, staff, and stakeholders, the family engagement navigator identifies academic supports needed by students and their families during the school year and in the summer. The family engagement navigator collaborates with school teams to plan and conduct parent/guardian engagement activities that explicitly state grade level academic expectations along with expectations regarding grade level assessments. Contributes to school administration and staff members¿ understanding of diverse cultures and the specific needs of families and students in order to create access points and accommodations for families to support student learning. Strategically engages parents/guardians in order to share academic opportunities for students to participate in grade-level, accelerated, enriched, or specialized academic programs, if applicable. This is a grant-funded position.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of best practices in parent and family engagement to support student learning and the ability to use and model them to parents and staff members. Knowledge of Title I requirements for parent and family engagement. Knowledge of academic programs available to students. Demonstrated ability to plan and implement parent/guardian and family engagement efforts that address the cultural and language barriers experienced by families, particularly those that impact student learning. Efforts are primarily focused on providing supports to ensure the academic achievement and social and emotional learning of all students, with a focus on students from diverse backgrounds. Knowledge of the school system, its policies, regulations, and procedures, and its programs and resources for multilingual learners and economically and ethnically marginalized communities. Knowledge of academic resources for families to support academic needs of students. Ability to work collaboratively with school-based and central office staff, parents/guardians/family, and parent and community organizations. Skill in organizing and working with diverse parent/guardian groups. Excellent communication and human relations skills. Fluency in a second language desirable. Ability to collaborate to problem-solve and serve as an advocate in the best interest of students and families. Ability to maintain confidentiality. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Coursework in education, family studies, counseling, social work, or communications desirable. Experience with school and community activities and programs, preferably in a leadership role. Bilingual and bicultural work experience desirable. Other combinations of appropriate education, training, and experience equivalent to a Bachelor's degree that provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Current valid driver's license required.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability for evening and occasional weekends for school and school system meetings and events, as well as for telephone calls related to supporting families in need.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Facilitates meetings with parents and families to share academic expectations for students. Attends academic learning events, such as curriculum nights, parent coffees, etc., to help parents/families navigate and understand curricula, assessments, and instruction.
Participates in professional learning communities to learn about academic expectations and instructional programming for students; practice presentation skills; and engage in equity related learning.
Facilitates communication and meetings between school staff members and parents/guardians, with special attention to parents/guardians who may face language, cultural, or socio-economic barriers.
Coordinates and facilitates Title I parent engagement meetings; conducts Title I mid-year and end-of-year parent/family engagement evaluation.
Provides assistance to parents/families in understanding state and local academic standards, state and local assessments, and how to monitor a child¿s progress.
Coaches and guides parents and families on how to work with educators to improve their child¿s achievement among students.
Provides materials and training to help parents work with their children to improve academic achievement. Supports schools with creating parent resources, including parent newsletters or a parent resource center.
Educates school staff on how to work with parents as equal partners in their child¿s education process. Conducts professional learning opportunities for school staff members related to effective parent/guardian engagement, with special attention to bridging language and cultural barriers
Coordinates and integrates parental involvement programs and activities with other Federal, State, and local programs.
Ensures information related to school and parent/family programs, meetings, and other activities are shared with parents in a format and a language the parents can understand.
Informs school administrators and designated school staff members about the needs of individuals or groups of parents/guardians.
Participates in school-based leadership team meetings and Title I parent engagement meetings.
Provides orientation services for families of new students.
Encourages and promotes parent/guardian participation in student and school activities, with special attention to those parents/guardians who are traditionally underrepresented to support improved student academic performance and social and emotional learning.
Works to create a welcoming and supportive environment for parents in the school, building trust and relationships, with special attention to those parents/guardians who may face language, cultural, or socioeconomic barriers.
Serves as a member of the School Improvement Team.
Assists schools with requesting interpretation and translation requests for parents/guardians
Serves as a member of the schools family involvement team, initiating, recommending, and implementing a variety of programs to engage and involve parents/guardians in the life of the school.
Plans and facilitates a variety of parent/guardian meetings and workshops at the school, cluster, and district level helping parents/guardians to understand the curriculum and student learning expectations.
Provides parents/guardians tips and strategies to support at-home learning.
Works in close collaboration with other school-based groups that provide parent/guardian and student support, including Linkages to Learning.
Assists with system wide family engagement events and programs.
Collects, analyzes, and utilizes data for continuous improvement.
Provides other support services when necessary.
Performs related duties consistent with the scope and intent of the position.
