SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director, the parent community coordinator (PCC) serves two major functions: fosters planning and implementation of parent/guardian and community engagement efforts that support enrollment and access to regional/countywide programs while promoting a culture of respect and value for all families in the educational process; and provides system registrars guidance on the distinct responsibilities for students enrolling in the consortia. The PCC performs varied and responsible work in the outreach, school assignment and appeals process for families that are part of the Northeast, Downcounty and/or Middle School Magnet Consortia. This includes preparing and translating materials for the public, conducting small and large group presentations, providing school/program admission process support, and supporting the appeals process. This role is responsible for the registration and transfer of students, maintaining and operating registration processes at the middle and high schools and handling confidential family information. Considerable judgment is exercised in the release of confidential information, retention of information in the student official record, and researching and interpreting information to be entered into the record. Employees are required to exercise extreme tact in working with confidential information. Contributes to an understanding of diverse cultures to enhance cultural proficiency of school staff members.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of best practices in family engagement to support families in the enrollment and school assignment processes through MCPS¿ regional/countywide programs. Demonstrated ability to plan and implement parent/guardian and community engagement efforts that address the cultural and language barriers experienced by families to support the academic achievement and social and emotional learning of all students, with a focus on those from diverse backgrounds. Knowledge of the school system, its policies, regulations, and procedures, and its programs and resources such as Multidisciplinary Educational Training and Support (METS), English for Speakers of Other Languages (ESOL). Ability to work collaboratively with staff, parents/guardians, and parent and community organizations. Skill in organizing and working with diverse parent/guardian groups. Excellent communication and human relations skills. Fluency in a second language is desirable. Ability to collaborate to problem solve and serve as an advocate in the best interest of students and families. Ability to maintain confidentiality. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree or equivalency required. Coursework and/or experience in guidance or counseling preferred. Three plus years of experience working with students in a school system, including some experience or familiarity with Montgomery County Public Schools. Working knowledge of Microsoft Office Suite of products, database software such as FileMaker Pro and Synergy. Experience with school and community activities and programs, preferably in a leadership role. Bilingual and bicultural work experience is highly desirable. Other combinations of appropriate education, training, and experience equivalent to an associate degree is considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Current valid driver license required.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability for evening and occasional weekends for a school meeting/event and school system meetings and events, as well as for telephone calls related to supporting families in need.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Facilitates communication and meetings between MCPS and parents/guardians, with special attention to parents/guardians who may face language, cultural, or socio-economic barriers.

Assists parents/guardians in such matters as procedures for exploring special school programs for their children, including choice and magnet programs, understanding Montgomery County Board policies and MCPS regulations and procedures, students and parents/guardians rights and responsibilities.

Works to create a welcoming and supportive environment for parents in the school, building trust and relationships, with special attention to those parents/guardians who may face language, cultural, or socioeconomic barriers.

Performs all registration and transfer of student records for the division.

Verifies enrollment information and relevant documentation such as Montgomery county residency, immunizations, birth certificate, grade level, FARMS, custody, previous school records, administer/score placement tests, Change of School Assignment (COSA).

Releases authorized confidential information, and retains information in the student official record.

Evaluates, investigates, and interprets course information to be entered into the student record.

Directs and coordinates registration activities.

Uses various software programs and web based programs to create and maintain student databases.

Enrolls new students, including International students who have been in the United States within the last two years.

Gives information and guidance to parents relating to regional/countywide programs in the school.

Verifies legal documentation when presented at the time of enrollment for instate supervised care and kinship care.

Responds to court order subpoenas for student records.

Verifies graduation requirements for MCPS students placed in a non-MCPS school, to ensure they meet MCPS grade placement requirements.

Assists schools with requesting interpretation and translation requests for parents/guardians.

Works in close collaboration with other central office teams such as special education, ESOL and school based teams for enrollment and school intake.

Assists with system wide family engagement events and programs.

Collects, analyzes, and utilizes data for continuous improvement.

Provides other support services when necessary.

Implements research-based practices that support the mitigation of learning disruption as a result of the COVID-19 pandemic.
