SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of Equity Initiatives (OSSI)), plans and implements school system parent engagement and community efforts that support improved student learning and academic achievement. Workers identify educational, social, and cultural needs of students and their families that can be met using school, community, or other resources. They support school staff in meeting the special needs of diverse families, often providing translation and other language related services, guidance with the special education process, and serving as an advocate on behalf of the student. Major responsibilities include providing regularly scheduled support to priority schools; working collaboratively with staff from other offices; providing family outreach for parents of students; providing information about school system programs and services, including special education and services; planning and presenting parent workshops and trainings; and working with schools to promote family involvement.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of school system and public and private community programs, service providers, and government agencies that address the special needs of diverse socioeconomic students and their families. Ability to work effectively with school staff, parents, the community, government agencies, local service organizations, and diverse groups. Ability to develop and implement programs to involve parents and the community in the school to support student learning. Serve as a support to parents and advocate on behalf of the student. Ability to use word processing, PowerPoint, spreadsheets, databases. Skill in organizing and working with groups. Excellent customer service skills. Fluency in a second language preferred. Excellent oral and written communication skills. Knowledge of the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university. Coursework in family studies, education, counseling, social work, or communications desirable. Experience with school and community activities and programs, preferably in a leadership role. Some counseling experience desirable. Bicultural life experience desirable. Other combinations of appropriate education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Valid Drivers License
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to lift items weighing up to 50 lbs. Must be able to carry and move materials and equipment to and from trainings and events.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) .) Ability to work evenings and weekends to conduct parent trainings and facilitate community outreach events. Must be able to work a flexible and not predictable work week. Must provide own transportation.

Promotes the six standards of family involvement (welcoming all families into the school community, communicating effectively, supporting student success, speaking up for every child, sharing power, and collaborating with the community).

Assists parents with navigating the school system to support and enhance their children¿s learning; assuring that cultural and language issues do not impede full access to services.

Provide diverse socioeconomic families with information and resources about MCPS policies and procedures, the instructional program, special school programs, the special education process, appeal rights, availability of community programs and assistance, and the importance of parent involvement in student and school activities.

Respond to requests for resources and information from parents and school system staff.

Performs related duties consistent with the scope and intent of the position.

Conduct workshops for parents to build knowledge and skills that support student learning.

Collaborate with school staff to plan family engagement activities that meet the needs of the community and align with the school improvement plan.

Assist with systemwide family engagement activities including but not limited to: Parent Academy, Study Circles, ASK MCPS Events, Back-to-School Fair, Community Forums, and Focus Groups.

May research and write grant proposals and assist with fundraising activities to fund special projects.

May provide translation and interpretation services.

Collects, analyzes, and utilizes data to determine effectiveness of programs.

Performs related work as required.
