SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of International Admissions and Enrollment in the Office of Teaching Learning and Schools, the coordinator creates a welcoming environment for students that are newly enrolled through International Admissions and Enrollment (newcomers) and assists families obtain wrap around support and facilitates connections between school staff and community partners with Pre-K through Grade 12 and post-secondary newcomers and their families/sponsors. The coordinator works to provide them with resources and supports, both in and out of school, to meet essential needs, help during crises and high need cases. Oversees multiple programs, including the Welcome Center. Coordinates wrap-around services through collaborative efforts with community partners, including county and state agencies. The coordinator works in collaboration with MCPS schools, staff and key teams, including Emergent Multilingual Learners (EMLs) therapeutic counselors (ETCs), Students with Limited/Interrupted Formal Education (SLIFE) Coaches, Parent and Family Engagement Specialist (PFES), Community School Liaisons (CSLs), and Pupil Personnel Workers (PPWs) to assess and provide needed services and supports for newcomers, including multilingual and culturally sensitive supports, and recommends/monitors appropriate school-level programs and the strategic use of staff. Leads data collection from centrally approved resources and coordinates the maintenance, monitoring and dissemination of information relative to newcomers, as directed by the director and MCPS leadership. Serves as liaison to Montgomery County Government, agencies, and community services organizations. Serves as a resource to centrally based and school level staff, administrators for information related to newcomers, and coordinates professional development. Physical Demands: None Special Requirements: Evening or weekend work occasionally, as needed.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of developmental needs of students, Pre-K through Grade 12 and post-secondary students, and knowledge of culturally relevant approaches in communication and effective outreach. Knowledge of current immigration issues and effects of trauma and violence on school-aged children; knowledge of challenges experienced by (EMLs), English Learners (ELs), and children with limited and/or interrupted formal education. General knowledge of relevant Maryland State Department of Education (MSDE) and MCPS policies, regulations and procedures as related to school counseling, parent/family outreach and community providers, as well as available resources and supports. Considerable advocacy skills to successfully represent families and navigate various systems and programs. Excellent oral and written communication skills and ability to present information clearly. Ability to strategically compromise through effective communication and relationship building. Ability to manage complex projects from initiation to completion using strong project management skills. Ability to successfully lead multiple programs and initiatives. Proficient in the use of computers, standard programs, and software. Ability to speak a second language highly is desirable. Knowledge of or the ability to quickly learn and meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required. Experience or coursework in counseling, psychology, social work, mental health, community advocacy or related fields with experience in cross-cultural engagement or counseling techniques. Experience with crisis intervention techniques and procedures and considerable experience working directly with school-age children from other cultures and families required. Experience as a teacher, parent community coordinator, school counselor, social worker, mental health or related field is highly desirable. Leadership or supervisory experience is required. Experience leading a public service organization or non-profit work highly preferred. Other combinations of applicable education, training, and experience that provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.Certificate License:None

DUTIES AND RESPONSIBILITIES:

Not all duties assigned are included, nor are all duties listed performed in every office or every day.)Through collaboration with community partners and key teams within MCPS, coordinates and oversees new and existing outreach efforts to provide wrap-around services to newcomers/families, such as post-secondary opportunities, health care, food supports, housing resources, childcare, recreation, medical/behavioral health care, family reunification programs, legal services, gang/trafficking prevention, and other essential services.Serves as mediator, advocate and liaison for families and facilitates connections, obtains resources and services from schools, post-secondary institutions or programs, and community partners.Oversees the operations and expansion of the Welcome Center, collaborating with multiple committees and partners in coordinating critical services for families.Coordinates new initiatives and programs providing leadership and assisting team members and partners in all phases of the project’s life cycle.Partners with the Montgomery County Department of Health and Human Services, Maryland State Department of Education, and related entities that support the families of Newcomers and to assure the implementation of local county and school initiatives.Assists the director with the coordination of cross-functional and multi-disciplinary teams to provide support for Emergent Multilingual Learners (EMLs) and English Learners (ELs) at all levels who may also need access to alternative learning programs or additional supports.Identifies professional development needs and coordinates activities and training, with a focus on cultural responsiveness and awareness and other key issues impacting newcomers.Participates in monitoring the effectiveness of mental health services available to newcomers and recommends appropriate measures to improve accessibility and impact.Collects, maintains and monitors data, prepares reports, and disseminates information as directed by central office staff, including enrollment; school attendance; academic performance; graduation rates, assessment data, classroom data, progress of EMLs and ELs and other relevant information.Identifies needs and collaborates with central office and school staff regarding parent engagement and access to resources.Keeps abreast of and informs central office staff of local, state, and federal trends, events, legislation and aid/supports available that may impact newcomers. Recommends actions as necessary.Recommends strategic placement of staff, supports, and programs in schools based on enrollment trends and newcomers' needs.Performs related duties consistent with the scope and intent of the position.
