SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists with the planning and implementation of the registration, transfer and enrollment processes for the Northeast Consortium (NEC), Downcounty Consortium (DCC), and Middle School Magnet Consortium (MSMC), immersion and application programs; oversees staff and operations as they relate to the office needs; and corresponds, communicates and consults with parents and schools regarding the appeals process. Serves as a liaison among the elementary, middle and high school staff, parents and community in matters related to the Choice, immersion and application programs, and scheduling and enrollment processes. Considerable judgment is exercised in the collection, retention, release, interpretation and analysis of confidential information in official student records, appeals, and student assignment in special programs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current office practices and procedures with specific reference to records management, school curriculum, data analysis, and MCPS policies and procedures as they relate to student enrollment and registration. Must possess the strong interpersonal and communications skills needed to work with parents, students and staff assisting them with the Choice process in the NEC, DCC, and MSMC; working with the immersion and application programs; coordinating the appeals process, including the intake and collection of data, counseling, advising and communicating the process to stakeholders; ability to organize and maintain a complete student record system and to analyze data and prepare reports; ability to work independently and collaboratively exercising sound judgment in working with students, parents, and related confidential information making referrals to appropriate school personnel consistent with established policies and procedures; ability to supervise office personnel; working knowledge of all key MCPS databases and student record tools; ability to verify incoming records, seeking appropriate resolution to unique enrollment situations, thorough knowledge of immersion, ESOL & METS, special education, alternative education, etc. Ability to archive public released materials; anticipating, facilitating logistics, and organizing materials for office outreach efforts; and completing other duties as assigned. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelor¿s degree preferred. College coursework in business, personnel, public administration, psychology, education, or related courses. Three years¿ experience in the fields of public education, career information, or in modern business and employment practices required. Other combinations of applicable education, training, and experience equivalent to an associates¿ degree, which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) May require sustained operation of keyboard devices.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Periodic evening meetings with parents and community. Work is subject to inflexible deadlines.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provides leadership in the implementation and assessment of the Choice process and coordinates the appeals process, including the intake and collection of data, counsels, advises and communicates the process to stakeholders in accordance with MCPS policies and procedures.

2. Directs and coordinates student enrollment and registration activities for the NEC, DCC, and MSMC, immersion and application programs.

3. Serves as a consultant to the administrators on matters such as enrollment, appeals and articulation/instructional programming.

4. Collects, investigates and responds to parent questions and student assignment appeals.

5. Compiles student record reports on student enrollment and coordinates preparation of data reports.

6. Verifies student records, interprets registration policies for assisting parents and students with decision-making based on the strengths and interests of the enrolling students.

7. Supports all aspects of immersion; responsible for and including the intake of interest forms, enrollments, working with overseas families, and collection of acceptance forms.

8. Serves as liaison to parents, students, staff and community in the NEC, DCC, and MSMC, immersion and application programs, procedures, policies, timelines, scheduling orientations, etc.; responsible for coordinating with schools¿ base area enrollments, communication with school staff of new enrollee and Choices, as well as acceptances into programs.

9. Works collaboratively with staff in the NEC, DCC, and MSMC, immersion and application programs to facilitate communication regarding program offerings, program marketing, enrollment processes and student records.

10. Organizes and coordinates resolutions to cases unique to those in the following but not limited to group homes, ESOL & METS, alternative education, international students, and foreign exchange students.

11. Supervises DCCAPS client care staff and other assigned personnel and facilitates their participation in growth and development activities.

12. Performs related work as required.
