SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of TV Supervisor, Operations Manager or the Director of Communications, develops essential contemporary video and web-based products to create commercial quality productions with expertise in the utilization of technical equipment and software. Produces and directs integrated multimedia projects which meet technical requirements for web-based and digital electronic mediums. Integrates a variety of different strategies that will combine knowledge of a vast array of computer software that is both technical and artistic in nature. Must be able to create a high volume of original video products that visually tell a story using a variety of formats including images, illustration, video, and 2D and 3D animation. The varied projects must be informative and instructional while also demonstrating an exceptional creative flair which demonstrates an innovative approach. Demonstrates technical expertise in all facets of multimedia production including authoring animation, audio, video, compression techniques, integrating multiple file formats, and knowledge of diverse operating systems and browsers. Conducts research on advances in video technology and education, and provides strategic insight on use of future technologies in delivery of informational and instructional media. Researches and evaluates new technologies to help determine appropriateness for MCPS TV use. Develops/shares expertise in multilingual capabilities of technology. Produces programs which highlight multi-ethnicity within the community. When assigned, also serves as a multimedia producer-director-writer and is responsible for research, producing, writing, and the editing of TV programs. Exercises considerable independent judgment, initiative, creativity and considerable independence in day-to-day work.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of creative software solutions and production software systems that enable multimedia production. Thorough knowledge of creative design techniques, modern presentation methods in video, web, and print, and the ability to guide client need to appropriate multimedia products. Strong working knowledge of MCPS organization. Knowledge of TV and multimedia production practices/procedures including DVD, streaming Internet media, multimedia video-on-demand, with the ability to manage the production of video and multimedia projects in a timely and efficient manner. Considerable knowledge of personal computers, especially as they relate to multimedia, webcasting and other video applications. Ability to research, write and edit material to conform to high standards, with attention to detail. Ability to communicate technical concepts with clarity. A portfolio of writing samples and video programs produced may be required. Experience working in a cross-cultural environment, and with the demands of producing multimedia products. Working knowledge of statistics and research methods. Experience in survey design, implementation and evaluation. Ability to plan and work independently, and to manage multiple tasks in a timely manner. Ability to perform research, administrative and analytical assignments, and to exercise good judgment and discretion in the performance of such duties. Excellent oral and written communication skills, including demonstrated skill in TV/film scriptwriting. Excellent human relations skills, including the ability to work collaboratively with administrators, artists, musicians and other creative professionals. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Degree in Communications with an emphasis on creative design, multimedia production, video illustration and 3D animation. Minimum of 5 years of experience in instructional and informational multimedia production that includes video, still photography, 2D and 3D graphics, website presentation, and creative design. Experience with Adobe Creative Cloud, After Effects, Premiere Pro and Photoshop and Media Encoder. Experience using multimedia hardware such as, Video Scopes, Monitors, Histograms, other A/V monitoring equipment, and Wacom Digital Painting Tablets/Displays, Evidence of creative and technical achievement required. Proven experience in writing using standard English grammar and composition. Experience in multimedia or film script writing, photography, live TV directing, non-linear editing and visual effects. Combinations of applicable education, training, and experience equivalent to a Bachelors degree, which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Occasionally may be required to move or carry (using a hand truck) cases up to 35 pounds.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) May be required occasionally to work evenings, night or a weekend.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Collaborates, reviews and guides the work of other unit members in multimedia productions. Provides professional development to other members in creative software use.

Creates and edits promotional material for the television department.

Develops short-format motion graphics and to stay abreast of emerging technologies and trends in motion graphics design, marketing, and social media.

TV producing, researching, writing, conducting interviews, directing, photographing and editing television programs. Producing webcasts and encoding TV productions for streaming media.

Conceptualizes requested television programs and determines their content, intended audience, and intended result; creates a presentation treatment and program promotion plan; advises requesters on appropriate uses of television, explaining production process and where content checks are located; prepares schedule.

Independently researches and selects photos/videos from MCPS TV archives for editing projects as necessary.

Research, design, and create 3D virtual sets for live and pre-recorded programs.

Troubleshoot computer hardware/software for MCPS TV Staff, assists with other technical problems.

Views videotape and creates editing log; records graphic elements, narration, music and special effects;; creates on-line versions for various purposes, produces labels and prepares media for use.

Directs, records, edits, and produces weekly web news features in the broadcast studio for Public Information Office (PIO), sources archival footage and creates original graphics as needed.

Sets up lighting, cameras, and Chroma key in studio for compositing virtual backgrounds. Runs teleprompter and directs on-air talent when necessary.

Provides research on technology adoption/purchases. Stays current on research and educational societal trends, to help identify opportunities for making MCPS TV products easier to access and use.

Writes basic specifications for the purchase of new equipment.

Develops training materials and procedures for using newly purchased software.

Provides guidance and advice to other MCPS TV staff for graphics creation, integration, animation, and compositing techniques when required.

Engage in personal development activities to maintain currency with industry-wide best practices.

Installs and maintains media-related software and hardware.

Compresses and uploads screener and final video projects to the MCPS TV FTP server and the MCPS TV YouTube page. Manages content on the MCPS TV YouTube page and the MCPS TV FTP server as an administrator.

Communicates with clients for distribution formats and deliverables for completed video projects.

Independently balances, prioritizes, and manages work schedule as necessary to align with frequent priority shifts from management while being assigned multiple concurrent projects.

Provides editing and graphic design for programs and webcasts.

Develops artistic and creative solutions for editing and program segments, including but not limited to openings and closes of programs, promotions, station ID's, green screen effects, bulletin board announcements and general station needs within the Department of Communications.

Provides electronic graphics for TV productions consisting of title sequences, 2D and 3D motion video of images, maps, charts, and diagrams.

Creates and designs sets for TV productions.

Selects materials and coordinates set construction.

Performs variety of photographic tasks in preparing materials.

Advises users on the presentation and use of visual aids for instructional purposes; describes use of equipment for production and presentation purposes.

Perform other related work as required by the Instructional TV Supervisor or Director of Communications.
