SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: Summary Description: Under direction of the Department of Food and Nutrition Services supervisor, has immediate responsibility for administering a variety of Federal Child Nutrition Programs, including but not limited to Child and Adult Care Food Program (CACFP), At-Risk Snack and Supper programs, the Summer Food Service Program (SFSP), and the National School Lunch and Breakfast Programs, including alternative school models. Work involves preparation of required paperwork, coordination with Department of Food and Nutrition Services and non-nutrition staff, development of organizational systems and procedures for tracking program compliance, monitoring and evaluation of on-site operations, data entry for reporting requirements and conducting on-the-job training and technical assistance for participating sites. The Food & Nutrition Program Manager maintains programmatic information and develops forms, tools, and notices for internal use, and analysis and dissemination as needed. Work of this position requires independent decision-making, effective leadership, and involves strict adherence to federal program requirements, nutrition, sanitation, and safety standards and economic use of food and supplies. Physical Demands Ability to perform work requiring considerable standing. Movement of objects weighing 20-30 pounds. Special Requirements: Ability to work overtime and nights/weekends as necessary. Requires use of personal vehicle with reimbursement for mileage provided.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: Excellent oral and written communications and human relations skills, and ability to work with a variety of stakeholders in schools and offices.Ability to communicate effectively using coaching strategies and techniques with MCPS staff and others; and ability to train and provide technical assistance to site coordinators.Considerable knowledge of the National School Meals programs, CACFP, and SFSP, including all federal, state and local guidelines including MCPS meal requirements.Ability to work collaboratively with division leadership staff, teachers, and school leadership staff, other MCPS staff and site coordinators, and ability to build effective working relationships within DFNS, MCPS and external partners.Knowledge of effective sideways management methods, in monitoring and ensuring compliance with program requirements.Ability to maintain complete and accurate records, and prepare and input required forms and reports into internal and external databases.Skilled in Microsoft Office and Google Drive required; ability to learn external database systems.Skilled at enthusiastically and effectively presenting program goals and priorities in compliance with all policies, regulations and procedures.Ability to use initiative and independent judgment within established procedural guidelines.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education, Training and Experience; Certificate and License RequirementsHigh School or GED diploma required. At least 3 years of experience in the food service field, ideally in school nutrition. Experience in a management capacity (people or programs) in a school or similar setting preferred. Experience collecting, interpreting and reporting data and assessing/maintaining compliance in the context of food services required; experience overseeing monitoring and compliance with Federal Child Nutrition programs preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.Certificate License: Valid Class C noncommercial driver’s license. Sanitation certification required or must obtain this certification during the first six months of employment.

DUTIES AND RESPONSIBILITIES:

Example duties:Designs, implements, maintains, and monitors a system for tracking compliance with Federal and State program requirements.Maintains records, prepares reports and verifies data.Inputs, downloads, organizes, and analyzes programmatic data; revises and improves data tracking systems and methods as needed.Develops and disseminates reports on programs, relative to compliance with program monitoring requirements, staffing needs and site management.Suggests relationships between data trends and programmatic operations and makes recommendations for improvement or new initiatives.Responds to program requests and inquiries from internal and external partners using clear communication strategies and a customer service focused mindset.Collaborates with DFNS and non-nutrition staff to ensure monitoring and compliance procedures are complete, accurate and timely.Completes timely data entry into Maryland State Department of Education database to meet monthly meal claim deadlines.Prepares reports for MSDE and DFNS as needed.Conducts outreach to schools and community-based programs for program enrollment.Represents DFNS at meetings, training and other events related to program planning, implementation and monitoring.Coordinates and collaborates with other MCPS departments and external organizations on the implementation of programs.Supports DFNS Supervisors and field managers on providing ongoing training and technical assistance to DFNS, MCPS and external partner staff on program requirements.Performs related work as required.
