SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, can evaluate and provides expert repair of facility HVAC equipment. The employee also participates in indoor air quality and worker safety evaluations as needed. Collects and analyzes data and writes investigative reports. Responsible for managing and supervising a small group of skilled mechanical system technicians. Leads the team to include, recruiting, staffing, evaluating, developing and recognizing. Takes responsibility for overall team and individual team member performance. Nature of the work requires frequent visits to school and office facilities to inspect subordinates' and contractor work, to advisc on complex jobs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of occupational safety and indoor air quality including knowledge of relevant county, state and federal laws, standards and regulations. Can demonstrate knowledge of principles, concepts, and methods of electrical and mechanical components and equipment. Ability to conduct IAQ investigations and expertly complete needed mechanical system repairs. Ability to conduct environmental safety investigations and propose solutions to problems identified. Ability to read architectural plans and blueprints to evaluate compliance with applicable laws, codes and standards like OSHA, NFPA, ICC, ANSI, etc. Knowledge of HVAC systems found in MCPS schools; proficiency in use of tools associated with HVAC trades; ability to establish and work in a safe working environment. Excellent oral and written communication and human relations skills. Good computer skills including familiarity with Maximo. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School diploma required. At least five years in mechanical systems trade-related work under professional supervision. College level course work in science or mathematics preferred. Experience in occupational safety and health investigations preferred. Supervisory and contract management experience preferred. Other combinations of applicable education, training, and experience, which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland noncommercial Class C driver's license, or equivalent is required. Must pass MCPS mechanical systems written (knowledge) and skills (demonstration) tests at minimum score.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to work in dirty, dusty and uncomfortable conditions involving considerable walking, climbing and carrying test equipment. Work may require use of respiratory protection gear/equipment. The work is done indoors and outdoors. Work spaces can range from outdoor scaffolding (roof) to crawl spaces inside a wall. Ability to lift and carry 100+ pounds. Work may be in close and confined spaces and may require use of potentially dangerous equipment like torches and power grinders.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Unusual hours and extensive time demands during summer and other peak periods. Position will require travel to other locations within MCPS. Availability to respond to emergencies and work overtime as required.. Ability to work under pressure.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Supervises the day-to-day operation of a small group of skilled workers and contractors; assigns maintenance work requests, schedules preventive work and coordinates work activities within the team and with other depots and shops; supervises the planning, work scheduling, employee and work evaluation, parts/equipment procurement, inventory management and work order/records completion activities.

2. Participate in indoor air quality investigations.

3. Prepare recommendations for control and remediation of indoor air quality problems.

4. Diagnose and repairs/replaces HVAC systems.

5. Interprets technical reports, environmental test data, instructions, drawings, and specifications.

6. Monitor compliance with requisite laws, regulations and standards.

7. Prepare reports documenting compliance with regulations and standards.

8. Tests and calibrates equipment and systems.

9. May perform preventive maintenance on equipment. Work collaboratively with other facility management groups planning and managing responses to IAQ problems.

10. Investigates, diagnoses, evaluates, identifies and controls occupational health and safety hazards through the application of established technical standards, operational policies and administrative procedures.

11. Uses MS Office software; performs Internet research; uses Maximo for work orders and asset management.

12. Evaluates procedures and considers impact of actions; proposes new procedures.

13. Explains and resolves problems and concerns with customers and staff.

14. Identifies safety procedures and practices.

15. Ensures that all employees within the shop are in compliance with MCPS and DOM policies and procedures; including procurement, work orders, inventory, vehicle care, leave, SSPGS, safety, and security.

16. Inspects quality of work in progress and upon completion to ensure conformance with prescribed standards.

17. Maintains records of job time and materials; maintains purchase records; reviews time records and verifies accuracy.

18. Ensures proper and timely completion of work orders, including regular review of backlog.

19. Clarifies work order requests from schools and ensures the proper and timely completion of data required on the work order request forms.

20. Performs related work as requested.
