SUMMARY DESCRIPTION OF CLASSIFICATION: Under general supervision, mechanical, electrical, plumbing (MEP) assistant supervisors oversee the work of the MEP technicians who perform various tasks to maintain, repair and troubleshoot equipment and systems. This includes mechanical, electrical, plumbing, predictive/preventive maintenance and facility mold remediation. Assistant supervisors provide all levels of maintenance, repair and troubleshooting tasks for MCPS facilities located within the region served by a Division of Maintenance and Operations service center. Assistant supervisors take responsibility for the overall performance of the entire MEP technician team and the activities of individual team members. In this working position, the MEP assistant supervisor may need to perform the duties of an MEP technician while helping to plan, schedule, organize, and coordinate the day-to-day operation and workflow of the service center's MEP technician team. The assistant supervisor assists the management team with assigning service requests to the appropriate technician for completion, ensuring that work orders are processed and performed promptly, and maintaining relevant work order records as required. The assistant supervisor also assists with coordinating requests for parts and materials. The assistant supervisor has a greater degree of involvement in the day-to-day assignment of work and supervision of work activities than the supervisors and a lesser level of involvement in policy, overall program planning, and customer communications.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of principles, concepts, and methods of electrical and mechanical components of systems. Knowledge of,and ability to train technicians on new equipment and technology requirements. Knowledge of standard equipment operating procedures and ability to perform complex system operations. Ability to correctly and safely use and train technicians on tools associated with the HVAC-R, electrical and plumbing trades. Ability to effectively supervise shop and field maintenance activities, including the assignment of work and completion of accurate work orders. Ability to make accurate labor and cost estimates, maintain records and complete maintenance related reports. Ability to evaluate maintenance activities and employee performance and to make sound recommendations for the prompt, efficient, and effective maintenance of school facilities. Ability to oversee employee work standards and safety, compliance, building efficiency, and occupant health and comfort. Excellent oral and written communications and human relations skills. Knowledge of and the ability to meet the even core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. At least two years in trade-related work under professional supervision. Successful completion of some coursework or trade school training in mechanical trades, safety, computer applications, facilities management, or supervision required. Considerable experience in building mechanical systems maintenance, construction and renovation, school equipment, and facilities maintenance, including lead or supervisory experience required. Comprehensive knowledge of procedures, techniques, materials, equipment, tools involved in a wide variety of installation, maintenance, and repair activities of all trades supervised. Other combinations of applicable education, training, and experience, which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland non-commercial driver's license (Class C) or equivalent. Chlorofluorocarbons (CFC) certification. Active state issue Journeyman license.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Work involves almost constant exposure to unusual elements, such as, extreme temperatures, toxic chemicals, biohazardous materials, dirt, dust, fumes, smoke, and/or loud noises. Considerable physical activity. Requires heavy physical work; heavy lifting, pushing, or pulling required objects up to 50 pounds.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) As required by the duties and responsibilities of the job. Ability to work beyond a 40-hour work week as required.Unusual hours and extensive time demands during summer and other peak periods. Work environment involves exposure to potentially dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Establishes and maintains effective professional relationships with colleagues, school staff, local regulatory and safety officials, utilities, consultants, and vendors. Works cooperatively with others and accepts direction from managers and supervisors.

Assists with supervising the day-to-day operation of the MEP team; assigns maintenance and operations work requests and scheduled preventive work to the appropriate technicians. Coorinates work activities requiring more than one skill; supervises the planning, work scheduling, work evaluation, procurement of parts and equipment, and work order/records completion activities of the MEP.

Assists in ensuring work in progress and completed work meets established quality assurance and control standards, or normal trade standards.

Investigates work-related problems such as excessive costs or low productivity and determines causes. Implements corrective actions within authority to resolve work problems. Identifies opportunities to improve efficiency and quality of service.

Supervises and assists in maintaining and troubleshooting various types of electrical systems, pumps, chillers (central plant systems) exhaust fans and piping systems.

Addresses and remediates indoor air quality (IAQ) concerns.

Supervises and performs plumbing, painting, electrical, HVAC and inspections on building systems.

Assists with and performs any of the duties/tasks of the MEP technician.

Conducts meetings with staff.

Ensures that all safety standards and requirements are met.

Performs related work as required.
