Assistant Supervisor, Capital Improvements Contracting

WORKING TITLE: Assistant Supervisor, Capital Improvements Contracting GRADE: 23 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists in program and project management directing contractors, MCPS and consultant engineers, and supervising subordinate staff activities. Assist in the budget development and implementation of a comprehensive six-year capital improvement program to replace and/or renovate major building and ground components, as well as assisting to monitor projects to completion.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of a wide range of capital improvement projects, contract development, contract management, and established MCPS construction standards and procurement procedures. Familiar with State and local permitting requirements and procedures. Thorough knowledge of a wide variety of construction trades, and related principles and practices. Knowledge of the application of electronic data processing software, sufficient to develop databases and project schedules. Ability to perform complex tasks successfully to meet critical deadlines, while managing multiple responsibilities simultaneously. Capable of consolidating information from multiple resources to develop clear, accurate and comprehensive evaluations, comparisons and recommendations. Some knowledge of budget process, account management procedures and general accounting principles and practices. Knowledge of the Procedures Guide of the State of Maryland Public School Construction Program preferred. Ability to plan and assist in project selection among competing priorities based on safety, continued building operation and investment protection. Strong communication and interpersonal skills sufficient to conduct productive, well-organized meetings, and resolve disputes in areas such as contract enforcement and interpretation, tactfully, effectively and equitably. Skilled in determining and gathering resources to maintain effective communication and coordination. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Bachelor¿s Degree from an accredited college or university in architecture, engineering, business or related fields. Experience in planning, designing and managing full-scope systemic replacement projects; experience in evaluating products and services over a wide range of building and grounds components; and in procuring services, adhering to MCPS competitive bidding procedures. Extensive experience in supervising and evaluating the performance of subordinates, contractors, and suppliers. Other combinations of applicable education, training, and experience equivalent to a Bachelors degree, which provide the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland driver's license.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must perform inspections involving climbing ladders, extensive walking, standing and bending.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergency work requirements and to work nights and weekends as necessary.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Assist with the day-to-day operation of the Contract Office to meet capital improvement objectives.

2. Implement program activities associated with the funding and execution of a large number of capital improvement projects including, but not limited to the replacements and/or renovation of: grandstands, bleachers, wood gymnasium floors, lockers, carpet, floor-tile, suspended ceiling systems, doors and windows, interior/exterior lighting, UPS systems, roof systems, field renovations, electrical upgrades, electronic upgrades, emergency generators, PA systems, library security gates, toilet partitions, gymnasium folding walls, concrete sidewalks, tennis courts, running tracks, asphalt driveways, parking lots, and plumbing fixtures.

3. Supervise the day-to-day activities of subordinate staff.

4. Create required documents, letters, and memoranda.

5. Complete complex federal and state forms associated with programs and projects.

6. Assist the Contracting Supervisor in on-going revision of six-year project plans and in evaluating project candidates.

7. Monitor assigned projects to insure financial efficacy and on-time completion to avoid/minimize disruption to school operations.

8. Insure compliance with federal, state, and local requirements, developing and completing documentation on time, to insure receipt of income from numerous funding sources.

9. Organize, schedule, conduct and document pre-bid, pre-construction, project progress, and post construction meetings when asked to do so.

10. Keep abreast of changing technologies such as those related to roof systems, investigating and recommending modifications to standards of operation, material and equipment, to improve efficiencies and increase system lifecycles.

11. Perform related work as assigned.
