Assistant Maintenance Facilities Manager

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, the Assistant Maintenance Facilities Manager assists with general management, planning, organizing, and executing the day-to-day service center operations related to facilities maintenance and repair. Assists in administering policies, procedures, and processes in support of the Division of Maintenance and Operations (DMO) within the Department of Facilities Management of Montgomery County Public Schools (MCPS). Assists in scheduling, assigning, reviewing, and supervising the work of regional service center employees representing a variety of work skills across trades including, but not limited to carpentry, electrical, and mechanical systems. Responds to inquiries and requests for service from assigned facilities. This position is responsible for maintaining current knowledge of relevant trades and maintenance practices to maintain efficiency, safety and effectiveness of large-scale operations and facilities with over 100 staff members.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of supervisory principles. Considerable knowledge of the methods, procedures, tools, and equipment used for building and grounds repair, construction and renovation, and maintenance/repair of school equipment and facilities. Working knowledge of the trades involved in maintenance activities including, but not limited to carpentry, electrical, HVAC-R and plumbing Ability to effectively manage shop and field maintenance activities, including the assignment of work and accurate completion of work orders; and assist with the management of a substantial number of employees with varying skill levels. Ability to make accurate labor and cost estimates, maintain records and complete maintenance related reports. Must have the ability to assess workflow, processes and evaluate maintenance activities and employee performance and to make sound recommendations for the prompt, efficient, and effective maintenance of school buildings. Must have excellent oral and written communications and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS) of MCPS. Must have the ability to work with students and staff of diverse academic, cultural and ethnic backgrounds with sensitivity and cultural competency. Ability to effectively mediate conflicts among staff members; assist with analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and making recommendations in support of the goals of the Division of Maintenance and Operations, the Department of Facilities Management, and MCPS.
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. College course work or trade school training and extensive experience in facilities management, construction, renovation, building, school equipment, and grounds maintenance (preferably in school systems) are also required. Experience as a supervisor is required. Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position may be considered in lieu of a degree.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland Class C driver's license or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Work is generally performed in both an office environment and an outdoor environment, with frequent interruptions and irregularities in the work schedule. This position requires regular visits and meetings at all MCPS sites across the county. Frequent walking, standing, climbing, lifting, stooping, or carrying of equipment and materials may be required. May be required to lift and carry up to 25 pounds; may be exposed to extreme temperatures, close-quarter situations, high and precarious places, moving mechanical parts, and/or vibrations.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Must be willing to work irregular hours and respond immediately to emergency situations.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Works collaboratively with the M&O Operations Manager and Assistant Manager to plan, organize, maintain, and manage the operations and reliability of MCPS facilities and general infrastructure systems within a regional service center.

2. Assists in managing the performance of the day-to-day operation of the service center, trades, and shop functions, as well as front office staff.

3. Assigns maintenance work requests and scheduled preventive work, which have been approved for completion, to the appropriate trades workers.

4. Coordinates work activities requiring more than one trade skill.

5. Assists in hiring evaluating, training and disciplining staff as necessary.

6. Monitors work requests to be forwarded to the Central Maintenance and Operations Service Center shops for completion.

7. Complies and helps to ensure that all employees are in compliance with MCPS and DMO policies and procedures such as procurement, work orders, inventory, vehicle care, leave, SSPGS, safety, and security.

8. Oversees inventory management at the service center.

9. Assists with the planning, work scheduling, work evaluation, parts/equipment procurement, and work order/records completion activities of the supervising trades workers.

10. Ensures the accurate and proper completion of all data required for work orders, and manages records regarding the status of work requests received.

11. Visits schools and job sites to identify/clarify plant, equipment and grounds work requests; creates work plan and resolves issues; and inspects/evaluates work in progress and when completed.

12. Assists the maintenance facilities manager in completing school and job site visits, work planning and evaluation, budget estimates, costs and labor assignments to maintenance projects, prioritizing work requests, employee evaluations and other activities related to administration and management of the area maintenance program.

13. Assists with monitoring the work of external contractors to ensure that terms of agreements are met and that the work is completed satisfactorily.

14. As part of MCPS and the division's emergency response team, essential personnel requires after hour and 24/7 on-call for response as needed.
